Position Title:

Community Services Division Manager

This position manages the Community Services Division (CSD). The primary purpose of the division is to assist local governments with implementation of Oregon’s statewide planning program. The division provides technical assistance, information and leadership to local government staff and officials, service providers, and other community members. The division works closely with the Housing Services Division, the Housing Accountability and Production Office, the Planning Services Division, and the Ocean and Coastal Services Division to implement the statewide land use planning program and the Oregon Coastal Management Program.

Division members participate in Regional Solutions Teams and coordinate with state agency partners in a variety of settings.

CSD carries out two of the department’s principal statutory responsibilities:

(1) review of new and amended comprehensive plans and land use regulations to ensure compliance with statewide planning goals and best planning practices; and (2) periodic review of the comprehensive plans and land use regulations of Oregon cities and counties to ensure continued compliance with statewide planning goals. In addition, CSD is responsible for administration of department grants; preparation of model land use ordinances, handbooks, and technical bulletins.

The division provides expert policy and program advice and analysis to the Land Conservation and Development Commission (LCDC), the director’s office and other department staff, and to local jurisdictions as appropriate.

A day in the life, as the new Community Services Division Manager you will:
  • Exercise leadership and joint planning with other DLCD Divisions, state agencies, local jurisdictions, and community organizations to get programs and funding into operation quickly and efficiently.
  • Support the management of a talented team of agency regional representatives and land use specialists.
  • Supervise delivery of technical and community planning grant assistance to counties and cities, special districts, and state and federal agencies on matters within the jurisdiction of the state land use program.
  • Respond in a timely manner to requests for technical assistance from department staff, local government officials and staff, state and federal agencies, tribal representatives, special districts, interest groups, private consultants, attorneys, and other community members.
  • Interpret and explain state statutes, statewide planning goals, state administrative rules, Land Use Board of Appeals and court decisions, and provisions of city and county comprehensive plans and land use regulations involving land use planning.
  • Prepare or assist in preparation of administrative rule amendments for LCDC adoption, including drafting rule language, seeking stakeholder input, preparing staff reports and relevant educational materials, and staffing LCDC rule hearings.
