Role Overview:
The Commissioning & Reliability Lead will deliver a clean, fast energization and stable first 90 days of operation for OCI mission‑critical power systems—eliminating control hunting, miscoordination, and nuisance trips. This role leads the integrated commissioning plan across generation, substations, controls, and data center power delivery, defining hold/witness points and acceptance criteria, and executing system‑level testing (including black start rehearsals, islanding tests, and power quality acceptance testing at the data center PCC).
You will identify and close system‑level gaps during commissioning and establish reliability readiness (RAM, spares, maintenance readiness) to enable a high‑quality turnover to long‑term Operations & Maintenance teams. Primary focus is Stabilize Stack – Borderplex, NM (Stacked), with secondary oversight for TX‑K – Shackelford, TX (Vantage).
Key Responsibilities
- Develop and execute the integrated commissioning plan spanning generation, substations, protection, controls/EMS, and data center power distribution.
- Define and manage hold points, witness points, readiness gates, and acceptance criteria; ensure test evidence is complete and auditable.
- Lead system‑level commissioning activities and critical tests, including:
- Black‑start rehearsals and restoration sequencing validation
- Islanding and re‑synchronization tests (as applicable)
- Power quality acceptance testing at data center PCCs (voltage/frequency regulation, harmonics/flicker where applicable, transient response)
- Identify and close system‑level gaps during commissioning (integration issues across OEM boundaries, settings conflicts, undocumented dependencies, sequencing errors).
- Drive structured troubleshooting and root‑cause analysis for:
- Control hunting/instability
- Protection miscoordination
- Nuisance trips and unexpected interactions across integrated assets
- Coordinate OEMs, EPCs, utilities, and operators in live/mission‑critical environments; align stakeholders on safe sequencing and clear “go/no‑go” criteria.
- Establish operational reliability readiness for turnover, including:
- RAM targets/assumptions and early‑life reliability approach
- Spares recommendations and inventory readiness
- Maintenance readiness, procedures, and runbooks
- Training needs and turnover package expectations
- Maintain commissioning risk register, punch list, retest plans, and corrective action tracking through stabilization and turnover to O&M.
10+ years commissioning large‑scale generation, T&D/substations, microgrids, or equivalent mission‑critical power systems.
Demonstrated track record bringing complex systems to COD and stabilizing operations during the early‑life period (first 90 days).
Strong experience coordinating OEMs, EPCs, utilities, and operators in live environments with strict safety and uptime expectations.
- Proven ability to detect and resolve system‑level integration gaps (beyond component‑level commissioning).
- Strong documentation and communication skills (test plans, acceptance criteria, commissioning reports, issue tracking, executive updates).
