About DEQDEQ is the primary regulatory agency of the U.S. State of Oregon responsible for protecting and enhancing the state’s natural resources. These open positions are located in Portland, Oregon.
Office and Program OverviewThe Office of Greenhouse Gas Programs develops and implements statewide climate programs to reduce Oregon’s greenhouse gas emissions. It coordinates data collection, policy analysis, and program execution. The Climate Protection Program section places a mandatory cap or limit on greenhouse gas emissions in multiple sectors and manages the decline of emission caps for fossil fuel suppliers and certain trade-exposed manufacturing facilities.
WhatYou Will Do
As a Climate Program Engineer, you will serve as project manager for regulating manufacturing facilities in emissions‑intensive trade‑exposed industrial sectors. You will:
- Collaborate with technical staff to develop and implement regulations for facilities such as paper and pulp mills, semiconductor manufacturers, and concrete manufacturers.
- Collect and review detailed facility information to assess emission reduction equipment and processes.
- Review process flow diagrams, production practices, control devices, pollution reduction activities, and engineering documents.
- Research and analyze emission reduction options within similar industrial sectors to identify and evaluate potential solutions.
- Track and evaluate program implementation and develop guidance and communication materials for regulated facilities and interested parties.

Minimum Qualifications Environmental Engineer 3- 7 years of engineering experience, OR 4 years of engineering experience and a bachelor’s degree in an engineering field (environmental, chemical, civil, or mechanical).
- 2 years of experience in an environmental protection/control program.
- A current professional engineer (PE) license.
- 5 years of engineering experience, OR 2 years of engineering experience and a bachelor’s degree in an engineering field.
- 1 year of experience in an environmental protection/control program.
- Underfill status requires meeting the Environmental Engineer 3 qualifications within 3 years by obtaining an Oregon PE license.
- Experience analyzing or researching greenhouse gas emissions at manufacturing facilities or designing programs to reduce emissions.
- Understanding of environmental justice and the impacts on marginalized communities.
- Excellent verbal and written communication skills.
