The GRC Supervisor helps lead the organization’s governance, risk management, and compliance functions to ensure alignment with regulatory requirements, internal policies, and strategic objectives. This role is responsible for supervising GRC analysts and overseeing the implementation of risk management frameworks, internal controls, compliance monitoring, and audit coordination activities.
This role also drives the maturation of the organization’s control environment by establishing measurable performance indicators, supporting third‑party risk management efforts, and enhancing reporting transparency to leadership. The GRC Supervisor balances operational oversight with strategic planning to strengthen enterprise resilience and protect public trust.
This position requires an employee to be onsite at 600 Robert St N, Saint Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.

Position requires a minimum of four (4) years of experience Governance, risk management, compliance, cyber security, audit, or internal controls.
Experience must include:
- Two (2) years of lead work or supervisory experience.
- Enterprise risk management principles, regulatory compliance, and internal control frameworks.
- Managing risk treatment plans and mitigation strategies.
- Presenting risk and compliance issues to executive leadership.
- Managing multiple priorities in a regulated, deadline‑driven environment.
- Demonstrated ability to communicate clearly and effectively to foster mutual understanding, and guide teams through change.
- Customer‑focused approach grounded in active listening, empathy, and solution‑oriented problem‑solving, complemented by formal or informal leadership and people engagement skills to deliver positive user experiences and high‑performing results.
- Proven ability to foster team development by promoting collaboration, trust, and knowledge sharing, while empowering individuals to achieve collective goals.
Preferred Qualifications
- Demonstrated experience implementing or maturing a GRC program aligned to frameworks issued by the National Institute of Standards and Technology.
- Experience leading or supervising multidisciplinary teams in a state or local government environment.
- Experience coordinating or responding to external audits conducted by state auditors, federal oversight agencies, or independent assessors.
