Responsibilities- Preside over and conduct de novo multi- and single-party unemployment insurance administrative evidentiary hearings, under Minnesota Statutes, Chapter 268.
- Address substantive issues in hearings, including eligibility for unemployment benefits, employer tax implications, and related programs; determine correct employer tax rate and eligibility for federal/state extensions and other programs.
- Write and issue findings of fact, reasons for decision, conclusions of law, and other orders or subpoenas as appropriate.
- Issue decisions on requests for reconsideration that are the department's final decision and are directly appealable to the Minnesota Court of Appeals.
- Assist with other duties as assigned.
- Make decisions quickly and write clear, well-reasoned decisions supported by the law within five days of holding the hearing; current caseload is approximately 20–25 hearings per week.
- After completion of in-person training, telework eligibility continues and on-site presence may be required periodically in St. Paul.
- Graduate of an accredited law school and a current active law license in good standing in the State of Minnesota.
- Resume clearly describing experience in the listed areas with beginning and ending month/year for each job held.
- Experience in labor or employment law.
- Experience clerking for a state or federal judge.
- Experience representing clients in, or presiding over unemployment benefit hearings.
- Courtroom/trial experience including voir dire or direct/cross-examination of witnesses, deposition or arbitration, or mediation.
- Fluency in another language (especially Spanish, Hmong, Somali, Khmer, Russian, Lao, Vietnamese, or Karen).
- Experience working with diverse backgrounds and cultures.
- Background check required for a job offer (criminal, employment history, references, conflict of interest, and driver’s license record checks).
- Not sponsor for work visas; applicants must be legally authorized to work in the U.S.
The posting notes this is a temporary unclassified appointment position anticipated to last up to three years and may be used to fill multiple positions. Telework eligibility is contingent on training and business needs. Staff are provided with tools for a virtual work environment.
