Overview

The Deputy General Counsel provides leadership and legal expertise to support the Department of Employment and Economic Development's compliance with state and federal laws. This position is within the General Counsel’s Office, St. Paul, MN, with full-time, day-shift work and telework eligibility as described below. • Salary Range: $50.25 - $71.95 hourly; $104,922 - $150,231 annually

Responsibilities

• Manage a team of attorneys including the hiring and evaluation of the performance of assigned staff.

• Assist the General Counsel in coordinating and managing legal work throughout the Department.

• Provide legal direction regarding the Department's tort claims, workers' compensation matters, administrative appeals, and litigation.

• Conduct legal research, writing and analysis, and provide legal advice to the Department on a variety of complex legal issues.

• Collaborate with other Department staff concerning implementation of legal policies and best practices.

• Manage the development of legal training on a variety of topics to Department staff.

• Oversee the Department's rule making activities.

• Assume the duties of the General Counsel in case of absence.

Minimum Qualifications

Five (5) years of legal experience as a practicing attorney which must include conducting legal research, writing, and analysis. Please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held. Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.

• Juris Doctorate (J.D.) from an ABA-accredited law school.

• Must be licensed to practice law in the State of Minnesota and current with continuing legal education requirements.

• Experience providing legal advice to senior management or executives.

• Supervisory and/or lead experience in reviewing and providing feedback on other attorneys' or legal staff's work products.

• Experience in one or more of the following areas:
Employment law;
Government grants/contracts/acquisitions;
Rule making;
Tort claims;
Workers' compensation;
Administrative appeals;
Civil litigation;
Minnesota Government Data Practices Act or closely related field as determined by the hiring agency.

• Experience representing clients in litigation as lead counsel or co-counsel.

Preferred Qualifications

• Experience handling issues related to state and federal laws as they relate to DEED programs and services.

• Knowledge of the Minnesota Government Data Practices Act and ability to analyze data, determine classification of data, and provide protection of not public data.

• Experience planning and delivering complex legal training to non-legal audiences.

• Experience working with and/or at the Minnesota Attorney General's Office and/or State government agencies.

• Ability to produce legal advice products that are understandable to non-legal audiences.

• Ability to produce written products that are thorough in content and professional in appearance.
