Work Model: Hybrid (Onsite at least 1 day per week; more as business needs dictate)

Key Responsibilities
  • Serve as Program QA Lead across multiple enterprise-wide initiatives.
  • Develop and implement comprehensive QA strategies, standards, and test frameworks.
  • Lead hands‑on testing efforts (test planning, test case development, execution, and defect management).
  • Direct and mentor QA Analysts while managing individual work streams.
  • Oversee vendor‑led testing and ensure alignment with integration and program standards.
  • Manage QA schedules, dependencies, risks, and mitigation strategies.
  • Perform manual, regression, functional, and integration testing.
  • Support release management, configuration control, and QA traceability.
  • Define and track QA metrics (defect density, coverage, release readiness criteria).
  • Collaborate with program managers, BAs, developers, and vendors on defect prioritization.
  • Provide QA governance across Agile, Iterative, and Waterfall environments.
Minimum Qualifications
  • 10+ years of experience in software QA/testing.
  • 5+ years of QA leadership experience.
  • 1+ year of cloud‑based SaaS implementation experience.
  • 2+ years leading QA in multi‑vendor or multi‑system integration environments.
  • 2+ years performing manual and automation testing.
  • 2+ years developing QA strategies, test plans, test cases, and quality metrics.
  • 1+ year of experience with Azure Dev Ops, JIRA, or HP ALM.
  • 2+ years working in Agile, Iterative, and Waterfall methodologies.
  • Ability to work onsite at least one day per week.
Preferred Qualifications
  • Bachelor’s degree in Computer Science, Information Systems, or related field.
  • Experience in government or regulated industries.
  • Experience with mass transit technologies (fare collection, asset management, operational analytics).
  • Public sector, utilities, or transportation industry background.
  • Experience with performance testing, test data management, and vendor validation.
  • Familiarity with automation frameworks/tools.
  • Certifications such as PMP, CSM, SAFe, or QA certifications.
  • Strong leadership and cross‑functional team management.
  • Excellent communication skills (technical and executive audiences).
  • Analytical mindset with strong attention to detail.
  • Conflict resolution and stakeholder management experience.
  • Ability to balance strategic QA oversight with hands‑on execution.
