IT Business Analyst, Data Security

The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, deliver child protection and welfare services, and provide support for Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities.
Job SummaryAs the Legislative Business Coordinator
, you will support the coordination, development, and communication of IT cost estimates supporting policy and budget proposals for Minnesota IT Services (MNIT) and its business partners at the Minnesota Department of Human Services (DHS), MNsure, and the Department of Children, Youth, and Families (DCYF). This role ensures legislative and agency proposals accurately reflect direct, indirect, and ongoing technology investment needs, supporting successful implementation of digital services that serve Minnesotans.
Working closely with the Legislative Business Manager and MNIT senior leaders, the position helps shape and coordinate legislative strategy, represents MNIT in budget and legislative work groups and cross-agency policy initiatives with significant technology impacts, and provides policy, legislative, financial, and strategic planning analysis to align IT investments with health and human services priorities.
This position requires an employee to be onsite at 540 Cedar Street, St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.
QualificationsFour (4) years of professional experience in program administration, legislative affairs, information technology policy, or a closely related area.
Experience must include:
- Coordinating or managing legislative, policy, or budget activities that impact IT systems, including preparing fiscal estimates or analysis of legislative proposals.
- Serving as a liaison between technical teams, program/business leaders, and legislative or policy stakeholders on issues with complex technical components.
- Providing technical expertise, advice, and/or preparing testimony or talking points for leadership related to policy or budget initiatives.
- Developing and facilitating meetings, trainings, or work groups related to legislative or program activities.
- Demonstrated ability to analyze complex data and translate it into clear reports, briefings, or presentations for decision-makers.
- Strong customer service skills, including active listening, empathy, and collaborative problem-solving to effectively support stakeholders in high-visibility and time-sensitive situations.
- Ability to deliver clear and persuasive verbal and written communication that fosters understanding and alignment among diverse technical and non-technical audiences.
