Position: IS Technical Services Specialist Senior (Senior Network Engineer)

Position Overview

Ramsey County Information Services is seeking a Senior Network Engineer with enterprise‑level network design and management experience to support county infrastructure operations and strategy. The role involves LAN/WAN, data center networking, wireless platforms, and security infrastructure, ensuring high availability, peak performance, and robust security controls across all network services.

Responsibilities
  • Collaborate with vendors, leadership, and peers to diagnose issues and implement corrective actions.
  • Evaluate existing systems to recommend automation, consolidation, and optimization strategies.
  • Provide troubleshooting, resolution, and on‑call emergency support for complex applications, desktop, server, and network hardware and software.
  • Monitor application, desktop configuration, server, or network software, hardware, and service operations.
  • Review service requests, release notes, and new technology proposals to assess impact and recommend solutions.
  • Provide instruction on equipment, software, and network infrastructure features.
  • Maintain disaster recovery and backup plans, defining environment readiness and communication processes.
  • Serve as a subject matter expert by mentoring, coaching, and supporting colleagues.
  • Assist in writing and evaluating technical RFPs and bids.
  • Network/VoIP Services
  • Lead end‑to‑end lifecycle management of voice and data networks, ensuring compliance, reliability, and peak performance.
  • Provide expert‑level support and management for diverse network and VoIP telephony systems.
  • Coordinate with Security and vendors to manage firewall and network security needs.
  • Coordinate and collaborate with internal and external teams for support, construction, and expansion projects.
  • Participate in network and voice projects from requirements to testing and training.
  • Analyze network connection needs, conduct walk‑throughs, and coordinate cabling installations.
  • Remain current on call‑center architectures and field‑work processes.
  • Create and maintain support documentation and schematics of network equipment.
  • Guide continuous improvement processes in ticket management and change control.
  • Qualifications
    • Education: Bachelor’s Degree in computer science or related field.
    • Experience: Six years of progressive server hardware and server‑based operating systems administration, including mobile and desktop applications or security administration, or data network and network device support.
    • Substitution: Equivalent combination of education and related experience.
    • Certifications/Licensure: None.
    Benefits and Work Environment

    Flexible Workplace: This position is flex work eligible. Employees can opt to be in‑office full‑time or work a flex schedule with at least two days per week in office and other days remote‑first. The position carries on‑site responsibilities and requires schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy.

    Veteran’s Preference: This is a classified position requiring an open, competitive selection process. Veteran’s preference points will be applied after a candidate passes the examination process.
