This role serves our partners at the Bureau of Criminal Apprehension (BCA) within the Department of Public Safety (DPS). MNIT BCA provides comprehensive IT operations and support services, custom application development, and dedicated business-specific support functions for investigative and specialized law enforcement services.

Job SummaryAs an IT Software Asset Manager
, you will manage the full lifecycle of software assets for the organization, including inventory, license compliance, maintenance renewals, and procurement. Responsibilities include tracking and recording software licenses, ensuring compliance with agreements and warranties, and maximizing the value of software investments using tools such as Microsoft Configuration Manager and Manage Engine Asset Explorer. The role also leads the software purchasing process, coordinating with vendors, negotiating quotes, creating purchase orders, and aligning acquisitions with business needs.
Working closely with IT, Procurement, and business divisions, as well as MNIT DPS Finance and Contracts teams, this position ensures adherence to procurement and fiscal policies while developing and maintaining procedures for effective software asset management and purchasing.
This position requires an employee to be onsite at 1430 Maryland Ave E, St Paul, Minnesota up to 3 days per week with the opportunity to work from a telework location on other days. Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.
QualificationsPosition requires a minimum of two (2) years of IT related experience in supporting software asset management (SAM), IT procurement, or IT Asset Management.
- Proficiency in Asset Management tools, especially Microsoft Configuration Manager and Manage Engine Asset Explorer.
- Proficiency with Excel or other data analysis tools for tracking, reconciling, and reporting software inventory and license data.
- Familiarity with software licensing models (e.g., Microsoft, Adobe, Oracle, or SaaS based tools).
- Basic understanding of IT service management (ITSM) and configuration management databases (CMDB).
- Experience managing software renewals, procurement, and vendor relationships.
- Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
- Customer service skills that include active listening, empathy, and problem-solving.
A bachelor’s degree or higher in Information Technology or an IT related field substitutes for two (2) years of experience, OR an IT or related associate’s degree substitutes for one (1) year.
