  • This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. Responsibilities

As the Human Resources (HR) Instructional Designer, you will design, develop, and implement instructional materials and learning solutions for Human Resources that support the Department of Human Services (DHS) workforce performance and organizational objectives. This responsibility is essential to the role and represents most of the position’s time, as effective instructional design is critical to addressing performance gaps and ensuring consistent application of policies, procedures, and best practices.

  • Develop or update courses, instructional materials, and other digital learning content in alignment with adult learning theory for online, hybrid, and face-to-face delivery.
  • Collaborates with subject matter experts and stakeholders to define learning objectives, ensure content accuracy, and translate complex information into clear, engaging, and accessible learning materials aligned with DHS priorities.
  • Responsible for administering the courses in the Learning Management System, including managing course content, enrollments, assignments, communications, and completion reporting.
  • Evaluate training effectiveness and update learning materials as needed to reflect changes in policy, systems, or business needs.
Minimum Qualifications

Two (2) years of experience designing, developing, and delivering learning content. Experience must demonstrate:

  • Proficiency with eLearning tools and platforms (e.g., Storyline, Rise, Articulate, Captivate, Camtasia), Learning Management Systems (LMS), and multimedia development (video, audio, simulations).
  • Understanding of instructional design principles, adult learning theory, and evaluation methods for training effectiveness.

Education substitution: A Bachelor’s degree in Instructional Design, Educational Technology, Adult Education, Human Resources, or a related field may substitute for one (1) year of experience.

Preferred Qualifications
  • Designing, developing, and delivering learning content in an HR or organization development context.
  • Project management experience or certification.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
