Overview
The Department of Human Services is seeking a Staffing Specialist - Classification & Recruitment. This blended HR role supports two critical functions: classification analysis and full-cycle recruitment for MNsure, within the DHS HR Team. The position is telework eligible for applicants residing in Minnesota or a bordering state with supervisor approval and satisfactory performance. The role involves collaboration with the Classification Team and Talent Acquisition Team to ensure positions are properly classified and to attract skilled professionals to serve Minnesotans.
ResponsibilitiesIn collaboration with the Classification Team, provide professional-level advisory services to ensure MNsure positions are structured, aligned, and supported.
Key responsibilities include:
- Conducting job analyses to understand duties, responsibilities, and organizational needs.
- Supporting classification studies and projects, contributing to systemwide consistency and accuracy.
- Researching and gathering classification information to support decision-making.
- Making job audit decisions or recommendations (based on delegated authority).
- Advising hiring managers and staff on classification standards, job structure, and related HR policies.
In partnership with the Talent Acquisition Team, lead full-cycle recruitment efforts.
Responsibilities include:
- Partnering with hiring managers to understand business needs and workforce priorities.
- Developing strategic recruitment plans tailored to each vacancy.
- Driving proactive talent pipeline development to support current and future hiring needs.
- Managing day-to-day recruitment activities, from posting to offer.
- Providing consistent updates and consultation throughout the hiring process.
This position has access to labor relations information as defined in M.S. 13.37; participates in meetings where MNsure and state labor negotiations proposals are discussed; provides data and information to labor negotiations as it relates to job allocation and selection issues; assists in preparing written proposals for presentation at collective bargaining with other HR office members.
Minimum QualificationsHuman Resources Specialist 1: Two (2) years of Human Resources experience supporting staffing functions within a large organization (1000+ employees) such as creating job postings, reviewing resumes, job analysis and talent acquisition.
Human Resources Specialist 2: 3 years of professional Human Resources experience within a large organization with at least two of the following: job analysis, compensation analysis, classification job audits, and full cycle recruiting.
All applicants must also demonstrate:
- Demonstrated research and analytical skills.
- Skill in writing formal reports, research papers, or memorandums.
- Relationship-building skills sufficient to build strong, collaborative working partnerships with agency managers and supervisors and be regarded as a trusted advisor and consultant.
- Critical thinking and strategic planning skills sufficient to analyze and evaluate complex information, research and evaluate alternatives, independently make sound decisions, resolve conflicts and provide guidance on a variety of HR issues.
- Communication skills sufficient to explain sensitive, controversial decisions to employees and management in a clear and concise manner.
- Experience with a job evaluation system such as the Hay method.
- Experience interpreting current employment laws, regulations, and policies related to classification, recruitment, selection, hiring, promotion, and/or retention of employees.
- Experience conducting public sector job analysis/classification.
- Variety of experiences working effectively with others from different backgrounds and cultures.
