Overview
The Minnesota Coalition Against Sexual Assault (MNCASA) is a membership organization that supports the work of sexual assault programs statewide. MNCASA represents 67 member agencies throughout Minnesota, most of whom are community-based advocacy organizations providing direct service to victims/survivors. For over 40 years, MNCASA has provided leadership and resources for sexual assault programs and allies to prevent sexual violence while promoting a comprehensive, socially just response for all victims/survivors.
MNCASA envisions a world free of sexual violence in which all human beings are treated with dignity and respect and communities are transformed through safety, healing, and partnerships.
MNCASA provides: (1) Advocacy - leadership and resources to advocates in providing services to all victims/survivors in their communities, uplifting responses to sexual violence that don’t create more harm; (2) Prevention - work to prevent harm and address root causes of sexual violence using an anti-oppression lens; (3) Racial Justice - work toward a Minnesota where BIPOC victims/survivors have access to safety, affirmation, and systems they can trust and use;
and (4) Systems Change - invest in community-focused work alongside efforts to transform systems, prioritizing underserved communities. Our systems change work is largely housed in the Sexual Violence Justice Institute (SVJI) and is regarded as a national leader in technical assistance, training, and work with multidisciplinary teams.
This is a part-time, contractual position at MNCASA, averaging approximately 40 hours per month. The SANE/FNE Consultant will work collaboratively with MNCASA’s Medical Forensic Program Coordinators to provide medical and nursing expertise to Minnesota’s SANE/FNE programs, area hospitals and clinics, as well as other groups and disciplines regarding the medical forensic examination for sexual assault victims/survivors. The main goals of the Statewide Medical Forensic Policy Program emphasize evaluation and improvement of SANE/FNE access, quality, and payment across the state of Minnesota.
The SANE/FNE Consultant will report to the Training and Technical Assistance Director. The term of the position will last until December 31, 2027, with potential extension based on funding.
CompensationThe SANE/FNE Consultant will be compensated for hours worked on this project at the federally approved consultant rate of $81.25 per hour. Work hours will vary from month to month, and the Consultant will submit monthly activity logs and invoices to MNCASA.
ResponsibilitiesThe following responsibilities will be spread out over the course of the 21-month project timeframe:
- Creating and conducting regular trainings that demonstrate SANE/FNE best practice to SANE programs, advocacy groups, hospitals and clinics, and other multidisciplinary organizations.
- Creating and updating best practices/models for forensic medical exams in rural MN areas.
- Assisting the Program Coordinators with technical assistance inquiries.
- Assisting the Program Coordinators with site visits to area SANE/FNE organizations to understand forensic compliance feedback and concerns.
- Working with an established advisory group to provide guidance and expertise on the project’s mission and design.
- Collaborating with the Program Coordinators and providing expertise that contributes to the implementation of various projects including, but not limited to:
- Sexual assault evidence collection practices for hospitals without SANE/FNE involvement.
- Online resources available 24/7 to SANE/FNEs.
- A TeleSANE consultation initiative regarding the exam process that SANE/FNEs, doctors, and nurses can access to consult with a highly trained SANE.
- The development of a statewide Forensic Medical Examiner Coordinator position.
- Organizing and facilitating roundtable discussions regarding underserved populations and their access (or lack thereof) to forensic medical exams.
- Tracking medical expert testimony experiences.
- Must be a SANE-trained Registered Nurse with an active Minnesota Nursing license, preferably certified in both adolescent/adult and pediatrics.
