This position provides strategic financial leadership for Child Safety and Permanency (CSP) by delivering expert fiscal guidance, developing and managing CSP’s budget and accounting functions, and ensuring compliance with federal, state, and departmental requirements. The role supports informed decision-making, promotes responsible stewardship of resources, and strengthens operational effectiveness through training, technical assistance, and cross-divisional collaboration. Serving as CSP’s primary fiscal authority, this position leads and advises on financial matters with internal partners and external stakeholders to advance CSP’s mission and outcomes.

Responsibilities
  • Provide financial expertise and guidance to the Child Safety and Permanency (CSP) management team to support well-informed and timely decisions for CSP to operate within budget funding constraints, financial policies and procedures, and in compliance with legislative mandates and federal requirements.
  • Develop, implement, and monitor CSP budget and accounting functions to ensure proper and efficient use of resources and alignment with federal, state, and department requirements. Provide sound fiscal management, oversight, and monitoring of CSP accounts.
  • Provide training and technical assistance to CSP on procurement and budget policies, procedures, and forms. Collaborate with and lead project teams to accomplish operational outcomes. Represent CSP as the expert on fiscal-related issues with other divisions, administrations, departments, and community partners.
  • Serve as a member of the CSP Operations team and participate in official team functions.
  • Other duties as assigned.
Minimum Qualifications

Three (3) years of experience working within budget funding, financial policy or grants within governmental setting or a large/complex organization. Experience must demonstrate:

  • Knowledge of generally accepted accounting and auditing principles and internal controls and the ability to apply these principles to ensure fiscal compliance, financial integrity, and risk mitigation.
  • Fiscal management including budget development, fiscal analysis, budget management, reporting, and preparation of decision-support materials for senior leadership.
  • Ability to interpret and apply federal and state statutes, regulations, and funding requirements, and to assess compliance risks and operational impacts related to the use of public funds.
