Job Summary

Under the direction of the Chief Executive Officer, the Chief Financial Officer (CFO) provides strategic leadership and oversight of the agency’s financial health to advance its mission and goals. The CFO ensures strong financial stewardship of all public and private resources, including, but not limited to, Community Services Block Grant (CSBG), Head Start/Early Head Start, Low Income Home Energy Assistance Program (LIHEAP) funds, and Department of Energy (DOE).

The CFO will direct and oversee accounting, budgeting, financial reporting, cash flow, and audit activities in accordance with federal, state, local, and funder requirements.

Scope of Supervision

Controller and Financial Analyst

Duties and Responsibilities Strategic & Board-Level Leadership
  • Partner with the CEO and Senior Leadership Team to develop long-range financial strategies that support the Community Action strategic plan and community needs.
  • Serve as primary staff liaison to the Board Finance Committee; provide clear, timely financial reports and dashboards, including CSBG, Head Start, DOE, and LIHEAP performance against budget.
  • Provide financial modeling and scenario analysis to inform decisions about new programs, service expansion, and funding changes.
Financial Management & Reporting
  • Oversee all financial operations, including general accounting, accounts payable/receivable, payroll, cash management, investments, and fixed assets.
  • Lead development and monitoring of the agency-wide budget and program budgets (including CSBG, Head Start, DOE, LIHEAP, and other grants), in collaboration with program and department leaders.
  • Ensure accurate and timely preparation of monthly, quarterly, and annual financial statements, internal management reports, and required reports to Boards, Policy Council (as applicable), and funders.
Compliance, Risk & Audit
  • Ensure compliance with GAAP, OMB Uniform Guidance, Head Start fiscal requirements, DOE, LIHEAP regulations, CSBG Organizational Standards, and other applicable federal, state, and local regulations.
  • Lead and coordinate the annual independent audit and Single Audit, including preparation of schedules and follow-up on findings or management letter comments.
  • Maintain and improve internal controls, fiscal policies, and procedures to safeguard assets, manage risk, and ensure proper use of restricted and designated funds.
Grants, Contracts & Restricted Funds
  • Oversee fiscal management of all grants and contracts, including CSBG, Head Start/Early Head Start, DOE, LIHEAP, and other federal, state, local, and private funding streams.
  • Ensure appropriate cost allocation, tracking of match/non-federal share (for Head Start and other applicable grants), adherence to administrative cost limits, and timely drawdown of funds.
  • Collaborate with program, planning, and development staff on grant budgets, proposals, and financial reports to funders and regulators.
Organizational & Team Leadership
  • Lead, mentor, and evaluate finance staff; foster a culture of accuracy, accountability, customer service, and continuous improvement.
  • Serve as a key partner and change agent in improving fiscal processes, systems, and technology to support data-informed decisions agency-wide.
  • Collaborate with HR, IT, and program leadership to ensure alignment of fiscal practices with organizational needs and regulatory requirements (e.g., Head Start governance and fiscal oversight expectations).
Qualifications Education & Experience
  • Master’s degree in Accounting, Finance, Business Administration, or related field required;
    Certified Public Accountant (CPA) preferred.
  • Minimum of 8–10 years of experience in progressive financial executive experience, including supervisory responsibility over accounting/finance staff.
  • Nonprofit experience required; experience in Community Action Agency or similar multi-funded human service organizations strongly preferred.
  • Demonstrated experience managing or understanding of federal and state grants, including Head Start, LIHEAP, CSBG, or comparable complex public funding portfolios, and working within Single Audit requirements and cost allocations plans is highly desirable.
