Position Overview /Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. Qualified candidates may be called for an interview. Serves as Chief, Hydrologic Engineering Section, The District Specialist On Hydrologic Problems, and is responsible for supervising and/or performing the full range of activities associated with the District’s, Division’s, and USACE’s hydrologic design and investigation programs.

Includes investigations, special studies and technical research for rainfall‑runoff studies, hydrologic studies for watersheds, floodplain reports, and flood routing, and final preparation of design data for use in plans and specifications for environmental enhancement projects. Supports navigation, flood risk management, ecosystem restoration, and other district missions. Work is dispersed primarily throughout the District’s geographical area including all or portions of the States of Minnesota, Wisconsin, North and South Dakota, and Iowa.

Duties
  • Plans, organizes, coordinates, schedules, and reviews work of the Hydrologic Engineering Section.
  • Supervises staff of approximately 8–12 hydraulic engineers.
  • Serves as the district’s hydrologic specialist, responsible for reviewing and consulting on the full scope of hydrologic studies and design.
  • Directs the compilation and preparation of correspondence, feasibility reports, design memoranda, basis for design, design analysis, narrative reports, or memos for records related to hydrologic design.
  • Participates in meetings or conferences at the local level or at higher headquarters and cooperates in outlining policies, procedures, and criteria related to hydrologic design.
  • Coordinates hydrologic design with other organizational elements responsible for project features, including but not limited to project management, planning, structural, mechanical, geological, construction, and operations.

  • Incumbent must possess or obtain and maintain a valid state driver’s license in one of the 50 U.S. states or possessions.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Selection is subject to restrictions resulting from the Department of Defense referral system for displaced employees.
  • Salary includes applicable locality pay or Local Market Supplement.
  • Position is eligible for emergency and OPM‑prescribed “unscheduled telework” situational telework IAW current USACE policy. Selectees are expected to report in person to a USACE facility 5 days/week.
  • Payment of Permanent Change of Station (PCS) costs may be authorized, based on a determination that a PCS move is not in the Government interest.
Minimum Experience Requirement (Basic Requirement for Civil Engineer 0810 Series)
  • Degree:
    Bachelor’s degree (or higher) in engineering. Acceptable programs are ABET‑accredited engineering schools or programs that meet specified curriculum requirements.
  • Combination of education and experience:
    College‑level education, training, and/or technical experience that furnished thorough knowledge of the physical and mathematical sciences underlying engineering.
