North Wind is seeking a Program Manager responsible for the overall design and build of individual wind tunnel test facilities, a key component of our testing campus. This highly collaborative role requires coordination with program managers, engineering disciplines, and subcontractors across all project phases including proposal, design, construction, validation, and commissioning.
Base pay range$/yr – $/yr
SummaryThis role spans all project phases, driving cross‑functional teams to deliver programs on time, on scope, and on budget while ensuring technical performance and customer satisfaction.
Responsibilities- Lead program teams to achieve key objectives (project planning, financial performance, on‑time delivery, technical performance, configuration management, and customer satisfaction) while identifying and managing risks and opportunities.
- Manage program budget to ensure profitability or exceeding expectations, invoicing milestone payments on time and reporting financial and technical status to senior management.
- Serve as the communication focal point for external customers, internal teams, suppliers, and subcontractors, ensuring all contractual deliverables are understood, coordinated, and delivered on time.
- Establish project plans for customer requirements, resource management, cost, and risk using the customer purchase order, contract, and company proposal.
- Interface directly with customers and key stakeholders during program reviews, creating effective communication chains to convey program status at all levels.
- Understand and clarify contract requirements, negotiate changes, and achieve contractual acceptance and completion.
- Identify customer needs and incorporate them into project planning activities.
- Bachelor’s degree in engineering or a related field; advanced degree preferred.
- Minimum of 10 years of relevant experience as a Program Manager or in a similar role.
- Excellent communication and documentation skills, with proven leadership experience and a coaching/mentorship mindset.
- Proficiency with Microsoft Office (Word, PowerPoint, Excel, MS‑Project).
- Ability to work collaboratively in a fast‑paced environment while managing multiple priorities.
- Strong analytical and problem‑solving skills.
- Ability to develop quick rapport with current and prospective clients.
- General familiarity with aerospace research and development test products such as wind tunnel models, flight test articles, gas turbine test engines, and other prototype devices.
- Must be a U.S. Person under ITAR regulations.
- U.S. Government contracting experience.
- Experience in the design, maintenance, and operation of wind tunnels.
- Construction management and development experience.
