This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. Responsibilities
  • Lead complex, large‑scale projects focused on financial oversight, regulatory compliance, and data integrity to support grant administration throughout the Department of Human Services (DHS).
  • Coordinate efforts across DHS administrations and external agency partners to design and implement system reforms by guiding multi‑level teams from various administrations through planning, execution, and delivery.
  • Lead cross‑functional initiatives to enhance grant management systems by overseeing data integrity, regulatory compliance, and operational efficiency.
  • Manage project timelines, stakeholder engagement, and resource allocation to ensure accurate data capture, reporting, and audit readiness across the grant lifecycle.
  • Collaborate with internal teams and external partners to implement standardized workflows, monitor performance metrics, and drive continuous improvement in grant administration.
Minimum Qualifications
  • Three (3) years of experience in project management or business analysis.
  • Experience must demonstrate:
  • Applying project management principles and methodologies to drive initiatives and meet objectives.
  • Proficiency in data analysis and reporting, including transforming raw datasets into structured reports using queries and visualization tools.
  • Grant finance management, including pre‑award risk assessments, financial reconciliations, invoice tracking, auditing, and financial reviews or monitoring.
  • Statistical analysis, data collection, forecasting, and generating related reports to support decision‑making.
  • Applying continuous improvement methodologies and principles to enhance organizational processes and outcomes.
Preferred Qualifications
  • Project Management Professional certification;
    Six Sigma Green Belt or Black Belt certification; or similar relevant professional certification.
  • Knowledge of federal laws/regulations, legal, political, and state/federal processes, procedures, and documents sufficient to advise the state and keep its human services programs in federal compliance.
  • Leadership skills sufficient to establish project goals and expectations, anticipate problems, plan contingencies, evaluate results, provide focused feedback, direct work, coach, advise and teach.
  • Facilitation skills sufficient to solicit engagement, buy in, feedback, and potential solutions.
