Minnesota Management and Budget (MMB) is seeking a Compliance Analyst. This position will reside in the Contracts & Compliance Unit and support the compliance work performed within the State Employee Group Insurance Program. One of the primary responsibilities of this position includes conducting financial reconciliations of the pre‑tax expense accounts, including medical/dental, dependent care, and transit expense accounts. This role is responsible for completing audits and reconciliations, remediation efforts, and ongoing monitoring activities for SEGIP‑contracted vendors.

It plays a role in the purchasing and procurement of employee insurance benefits, including but not limited to medical, pharmacy, dental, life, disability, and pre‑tax accounts. It supports the development, management, and administration of contracts and provides ongoing compliance monitoring to comply with state and federal regulations, laws, statutes, and applicable bargaining agreements and plans.

Job duties for this position include:
  • Manage and maintain SEGIP's pre‑tax benefits
  • Conduct financial reconciliations of medical/dental, dependent care, and transit pre‑tax expense accounts
  • Support purchasing and procurement activities for employee insurance benefits
  • Support the development, management, and administration of SEGIP contracts to comply with state and federal regulations and applicable bargaining agreements and plans
  • Support a culture of compliance and integrity

Telework options for this position are dependent on where the employee lives. With approval, employees that live within 50 miles from the primary work location may telework up to 50%. Employees that live 50 miles or more from the primary location and live in Minnesota may telework more than 50% with approval.

Minimum Qualifications

  • Two (2) years of experience performing compliance or risk management related activities, which may include audits, corrective actions, ongoing monitoring, risk identification and assessment, or internal controls
Experience must include:
  • Ability to analyze and reconcile financial or benefits‑related data.
  • Knowledge of state and federal laws, rules, policies, or regulations related to compliance, insurance benefits administration, or contracts.
  • Communication skills sufficient to establish and maintain positive working relationships with internal and external stakeholders.
  • Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment.

A bachelor’s degree in business administration, accounting, public administration, or closely related field may substitute for one (1) year of experience.
