Location: St. Louis

The Missouri Department of Mental Health (DMH) – Human Resources, seeks a dynamic professional to serve as Regional Recruiter. In this pivotal role, you will lead localized talent acquisition efforts across multiple DMH facilities within a designated region, driving high-volume recruitment for clinical, administrative, and support roles while aligning with statewide strategies. This position reports to the Head of Talent Acquisition.

Ideally, this position will be based in the greater St. Louis area; however, for exceptionally qualified candidates, there is flexibility to be based out of any DMH locations within the state of Missouri.

The base salary offered for this position ranges from $60,000.00 - $70,000.00 annually, commensurate with education and experience. If the selected candidate is eligible for a pay differential, such as retention pay, the total salary may exceed what is listed in this posting.

  • Lead the execution of regional talent acquisition strategies, including sourcing, screening, interviewing, and onboarding candidates for hard-to-fill roles such as behavioral health clinicians, nurses, and direct care professionals.
  • Partner with regional facility directors, hiring managers, and site leaders to assess staffing needs, refine job requisitions, and address local market challenges like urban-rural talent disparities.
  • Monitor key recruitment metrics (e.g., time-to-hire, cost-per-hire, application-to-hire, retention) using various systems and reporting tools to drive continuous improvement.
  • Develop and execute targeted sourcing campaigns, leveraging local networks, job fairs, college recruitment, social media, and partnerships with community organizations to build inclusive talent pipelines.
  • Facilitate training sessions for hiring managers on best practices for interviews, prospect and candidate engagement to promote equitable and efficient selection processes.
  • Ensure compliance with state and federal employment regulations, including merit-based hiring, EEO guidelines, and record-keeping for applicant tracking.
  • Collaborate with the central TA team to standardize processes while adapting them to regional nuances.
  • Conduct regular pipeline audits, forecast hiring demands, and escalate barriers (e.g., budget constraints or competitive shortages) to the Head of Talent Acquisition for strategic support.
  • Coordinate and participate DMH representation at regional events, career fairs, and networking opportunities to elevate the employer brand and attract top talent committed to mental health services.
Required Skills

  • Strong knowledge of talent acquisition best practices, including full-cycle recruiting, sourcing techniques, and applicant tracking systems.
  • Proficiency in employment laws and regulations (e.g., EEO, ADA, FLSA) with a focus on compliant, inclusive hiring in a public-sector environment.
  • Advanced skills in data analysis and metrics interpretation to inform recruitment decisions and report on regional performance trends.
  • Proven ability to build and lead small teams, fostering accountability, collaboration, and professional growth in fast-paced settings.
  • Exceptional relationship-building skills to engage diverse stakeholders, from frontline supervisors to executive leaders, across multiple sites.
  • Strong problem-solving and adaptability to navigate regional challenges, such as talent shortages or economic shifts, with innovative solutions.
  • Outstanding communication skills, both verbal and written, for presenting updates, training teams, and influencing hiring decisions.
  • High level of organization and attention to detail to manage multiple requisitions, deadlines, and documentation requirements.


Required Qualifications

Bachelor’s degree in Human Resources, Business, Public Administration, or a closely related field, plus 3-5 years of experience in talent acquisition or recruitment. Relevant experience in healthcare or government settings may substitute for education on a case-by-case basis.
