Overview
The St. Louis County Department of Revenue seeks to hire an executive-level Office Manager to oversee and coordinate Recorder of Deeds work activities: administrative support, fiscal, clerical and/or general office. This position works within the St. Louis County Department of Revenue and the Recorder of Deeds Office and is key in the development and performance of the Homeowner Support Referral Program (
HSRP
) and other related programs. This individual will work in both Clayton, MO, and our office in Northwest Crossing (St. Ann, MO).
The typical starting salary range is between $24.83 - $29.80 hourly, depending upon the candidate's qualifications as well as budgetary considerations. - Develop and implement policies and procedures regarding the HSRP
- Establish and maintain collaborative partnerships with external organizations, community groups, and government agencies to enhance the effectiveness of the HSRP
- Serve on HSRP and vacant property-related committees internally and externally
- Develop and manage Key Performance Indicators (KPIs) for the HSRP and effectively monitor progress
- Manage HSRP projects utilizing Open Projects or other designated County-approved software
- Compile, analyze and prepare publications, data reports and analytics for distribution to internal and external stakeholders
- Perform all other duties as assigned
- Equivalent to five years of related work experience.
- Preference may be given to applicants with experience working in the public sector, more specifically with community outreach/engagement programs.
- The work rules for the Department of Revenue require all employees, whether they reside in St. Louis County or elsewhere, to remain current in the payment of their personal and real estate property taxes.
SELECTION AND APPOINTMENT
: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available. The selection committee will admit to the interview only those persons who possess the most job-related qualifications and may establish admittance criteria beyond the minimum qualifications stated above.
The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire.
The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.
All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.
