Position Overview:

McCormack Baron Salazar (MBS) is a mission-driven urban redeveloper that partners with cities and residents to build inclusive and equitable housing and commercial developments in areas that have been challenged by decades of disinvestment. MBS Urban Initiatives CDE is an affiliate of MBS that brings investment resources to these same communities, through programs like New Markets Tax Credits(NMTC).
The NMTC Portfolio Analyst supports our NMTC program through management of an investment portfolio, maintaining program compliance, developing community outreach programs, and developing, collecting, and analyzing community impacts generated by investments. The Analyst works closely with the Senior Vice President/Director of New Markets to identify, evaluate, and assist in closing investments in cities across the country. The role includes in-work training and has the potential to grow into higher level responsibilities.

NMTC Closings, Underwriting, End of Compliance Period/Exits:- Assist in review and drafting of pre-closing and exit documents
- Assist with reviewing closing financial documents against key terms
- Prepare Underwriting Memorandum for new projects within assigned portfolio
- Review Flow of Funds (account numbers, fees and MBS wires); coordinate internally to make sure all accounts are set up and wires are processed for closing
- Prepare sub-allocation and QEI designation paperwork and make transfer on the CDFI Fund website
- Prepare Reporting Spreadsheet/Log for newly closed transactions; audit of Reporting Logs prepared by NMTC Manager
- Review Attorney Key Terms Memo and Flexible Terms and Conditions Memo
- Assist with preparation of documents in connection with the end of compliance period and required safe harbor calculations
- Participate in site visits and/or conferences
- Review and assist with completing QALICB intake forms (research higher distress criteria and save Geocoder map on CDFI Fund system)
- Collect semi-annual QALICB certifications
- Review and analysis of project level financial statements
- Maintain current risk rating for assigned portfolio
- Maintain data points for CIIS and assist with completing annual CIIS reporting and other CIIS or IRS reporting, as may be required
- Assist with resolution of post-closing issues that come up with assigned portfolio
- Monitor allocation agreement requirements
- Perform monthly and semi-annual testing as required by program
- Oversee maintenance of appropriate compliance documentation files
- Assist with maintaining NMTC Compliance and Reporting Handbook
- Maintain credit allocation within CDFI system and prepare investor notifications
- Coordinate collection of annual Advisory Board renewals and certifications regarding LIC Representative status
- Collect annual insurance certificates and coordinate review with investors
- Assist with annual NMTC application
- Maintain list of current financing statements; coordinate with legal regarding filing required continuations (UCCs)
- Coordination with Accounting department on loan servicing, financial statements, and tax returns
- Review Draws, suggest approval and/or note issues, including calculating and monitoring minimum reserve requirements are being maintained
- Assist with generating/obtaining community impact data for NMTC projects
- Work with community partners and developments to design, implement and maintain community outreach programs to maximize the impact within the low-income communities we work in
- Review impacts reported by our NMTC financed developments, businesses and facilities (NMTC projects)
- Verify NMTC projects producing maximum benefits/impacts into the low-income community
- Work with the NMTC projects to improve the benefits/impacts
- Measure progress towards goals stated at the financial closing
Experience:
- Bachelor’s degree required
- 2-5 years of professional level/industry experience preferred
