INTRODUCTION
:
Assigned projects of broad technical scope and major complexity such as the structural design of various features of navigation locks and dams or major flood control projects.

You will perform as a Structural Engineer within the St. Louis District, Engineering & Construction Division, Design Branch. The duties under this vacancy are the following:

• Reviews all available design data for a project such as field survey notes, foundation investigations, soils reports as to site conditions and geology, and hydraulic reports.
• Analyzes existing structures to determine best method of accomplishing major alterations or replacements when needed to provide increased reliability, or to withstand increased loads caused by changed loading or site conditions.
• Overall development and processing of the technical products (plans and specifications, design reports, etc.) of the assigned project to include quality.
• Develops preliminary and final design, layout, and drawings of assigned projects or structures.
• Develops technical specification requirements for structural aspects of specific structures.
• Provides data to the Specifications Unit on order and coordination of work requirements and provides recommendations for the structure and content of the bid schedule.
• Advises engineers engaged in preparation of cost estimates on technical aspects of the project.
• Coordinates review of Architectural Engineer submittal with others within the District such as Project Management, Construction-Operations, Planning, Real Estate, Legal and Contracting.
• Makes field investigations of structural problems arising during construction and makes oral and/or written reports of findings and recommendations.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirement listed below:

Specialized Experience
:
One year of specialized experience which includes assisting in completing and/or monitoring assigned engineering projects; assisting in the design and construction of engineering structures or systems using established criteria or specifications; and identifying civil engineering problems and/or recommending corrective action. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

OR

Education:

One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR Superior Academic Achievement:
In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (a) Class Standing; (b) Grade-Point Average; OR Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://(Use the "Apply for this Job" box below).).

Minimum Qualifications For GS-09

Specialized

Experience:

One year of specialized experience which includes performing field inspections of engineering projects; ensuring project compliance with plans and specifications, and completing engineering progress reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education:

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR Combination of

Education and Experience:

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

Experience:
