Overview
Herzog Transit Services, Inc. is currently seeking a Director of Safety across the United States to join our team. The ideal candidate will be a safety professional with knowledge of FRA (commuter and intercity) and FTA (light rail and streetcar) operations.
Responsibilities- Oversee all Safety related activities, programs, and guidelines for passenger rail systems across Operations, Transportation, Track, Signal and Mechanical forces.
- Provide 24/7 telephone response and support to project managers regarding accidents, incidents and injuries.
- Provide accurate real time information to executive management regarding major incidents and injuries.
- Partner with Directors of other divisions to identify, develop and execute safety strategy for continuous improvement.
- Develop, implement and maintain Corporate Safety Programs; ensure continued compliance with System Safety Program Plans.
- Oversee compliance with FRA commuter/intercity programs (e.g., 49 CFR Parts 217, 219, 225, 228, 238, 239, 240, 242, 243, 270, 272) and with FTA safety programs; and with OSHA, SSO, CPUC and other safety requirements.
- Work with Safety Managers at each job site to set short, medium, and long-term goals for managing hazardous conditions and eliminating unsafe activities.
- Direct development, implementation and coordination of safety training programs.
- Perform risk assessments and analyze safety data to identify deficiencies and corrective actions.
- Track unusual occurrences and maintain safety statistics; provide monthly, quarterly and annual reports.
- Report to the HTSI Vice President of Business Operations with reporting to Transit’s Executive leadership.
- Attend meetings and represent Herzog with regulatory authorities and clients.
- Promote Herzog’s Culture and essential behaviors; maintain regular attendance and punctuality.
- Other duties as assigned.
- Extensive travel to Herzog operating projects across the United States is required.
- High school diploma or equivalent.
- Minimum of ten (10) years of relevant management experience with a commuter or intercity railroad operation, with working knowledge of FRA, OSHA, FTA, SSO, CPUC.
- Demonstrated experience managing safety programs for a commuter or passenger railroad; proven safety record and program implementation.
- Ability to respond immediately to emergencies, on-call 24/7.
- Ability to lead, develop, maintain, and implement safety plans and procedures, including training.
- Experience with system safety plans, processes, and procedures.
- Familiarity with compliance and qualification management software;
Safe Track preferred. - Experience with drug and alcohol programs (DOT regulated and non-DOT).
- Experience with on-site safety audits of facilities and railroad assets; internal and external safety program audits.
- Experience with accident/incident investigations: documentation, root cause analysis, reporting, and corrective actions.
- Proficiency with railroad operating rules (GCOR preferred).
- Proficiency with Microsoft Word, PowerPoint, Teams, Excel, and Outlook.
- Ability to communicate safety philosophies to all employee levels; positive client/contractor relationship history.
- OSHA 30 Hour General Industry preferred.
- Knowledge of APTA Best Practices Manual preferred.
- Ability to interpret rules, regulations, directives and contract language; apply procedures accordingly.
- Experience in organized labor environments preferred.
- Experience with behavior-based and/or risk reduction safety programs; able to develop Site Specific Work Plans and Job Safety Analyses.
- Subject to pre-employment background check and motor vehicle report.
- Maintain valid driver’s license and endorsements as required.
- Subject to pre-employment physical, medical evaluation, and drug screen due to safety sensitive nature of the position.
- Complete and maintain required safety certification and testing annually.
