Essential Duties And Responsibilities- Supervises and assigns projects and duties to project managers, assistant project managers, technicians, right-of-way specialists, utility locators, and clerical support.
- Performs quality control/assurance review of plans, specifications, and contract documents for projects within the City.
- Prepares, coordinates, and reviews technical reports, studies, procedures, and long-range plans.
- Manages the City’s portfolio of design projects including quality, budget, and schedule.
- Oversees preparation of Street Committee requests and all engineering transportation/traffic related approvals: traffic flow and safety concerns; traffic signals; stop-sign requests; traffic calming; street lighting; parking restrictions; and street signage in accordance with Department policies.
- Issues transportation/traffic related work orders for Public Works street maintenance.
- Analyzes traffic accidents, counts, and other data to recommend actions to improve traffic flow, signal operations and reduce hazards according to established AASHTO, MUTCD and other engineering criteria.
- Oversees design, construction, and installation of traffic signals, signs, and pavement striping on City CIP projects and in connection with private development projects.
- Oversees strategy, application, and administration of transportation/traffic related outside funding through East-West Gateway Council of Governments and St. Charles County Road Board.
- Assists in the preparation of CIP plans for various engineering projects and activities.
- Oversees management of property acquisition negotiations and condemnations.
- Performs and/or oversees various civil engineering calculations, analyses, and studies including transportation, traffic, storm water, potable water, and waste water.
- Performs and oversees document and plan review of public infrastructure projects being completed in connection with private development projects and assures compliance with City codes and standards.
- Represents or assigns representation to Boards and Committees including Street Committee, Planning and Zoning, County Road Board, etc.
- Reviews, investigates, and responds to citizen reports, concerns, problems, and questions related to infrastructure planning, design, and stormwater.
- Oversees the City’s NPDES Phase II Permit compliance.
- Recommends employee selection, leave, training, transfer, promotion, and discipline.
- Performs all job duties in compliance with the City of St. Charles Engineering Department's Project Management Manual (PMM).
- Bachelor's degree in Civil Engineering required.
- Registered Professional Engineer with ability to obtain Missouri registration within one year.
- Ten years civil engineering, public works inspection, project management, and design experience, preferably in a local government setting.
- Valid motor vehicle operator's license required.
- Ability to oversee, supervise, organize, and manage staff to complete engineering planning and design functions and duties.
