Description
This position performs supervisory and technical work in the operation and maintenance of the City's water treatment plant. Plans and reviews the operations levels of the plant and directs adjustments as necessary. Directs the maintenance of the plant facility. Position requires independent judgment. Work is performed under the general supervision and direction of the Utilities & Public Works Director. The position is responsible for the supervision and management of the water plant employees.

Examples of Duties
Oversees all operations and maintenance pertaining to the water treatment plant.

Plans, assigns, and manages the work of plant personnel. Maintains employee work schedules and ensures coverage for all shifts. Provides management and guidance to operators in all facets of plant operations.

Conducts personnel evaluations for all employees of the Water Treatment Plant Division, in accordance with prescribed City evaluation forms reports, procedures and time schedules, to objectively measure the performance of an employee in accordance with the applicable job description and takes corrective action as necessary. Conducts interviews and makes recommendations on new and/or replacement candidates.

Establishes levels of chemical dosages to ensure maximum water quality and maximum plant operations. Responsible for initiating orders and maintaining an adequate inventory of chemicals, supplies, equipment, and repair items.

Manages collection and testing of water samples. Reviews water quality testing results and operational data and directs adjustments accordingly. Reviews laboratory data to ensure compliance with City standards and applicable regulations.

Responsible for establishing and enforcing the required operation and maintenance schedules necessary for equipment, as well as the cleaning schedule necessary for proper function of the plant and to meet compliance standards.

Maintains records of well field operations and makes adjustments accordingly.

Assures maintenance of plant structures and equipment through sound preventative maintenance. Coordinates with Engineering Division on projects. Assists in identifying long and short-range projects and capital improvements for maintenance and upgrading of the facility. Provides reports and updates on projects regarding status of work-in-progress and financial status, i.e. under budget, additional expenses, etc.

Prepares annual Division budget requests. Monitors and administers division budget.

Responsible for maintaining current status of all applicable local, state and federal laws affecting the water treatment plant operations. Responsible for submittal of accurate and timely reports as required by law and permits to various regulatory agencies.

Responds to emergency situations regarding plant operations including, but not limited to, loss of power, major electrical or mechanical systems, or process upset. Ensures that employees under his/her supervision are instructed on proper safety procedures, when operating plant equipment and assigned vehicles. Represents water treatment plant division on City's Safety Committee.

Performs all other duties as assigned.

Education and Experience
High school diploma required, supplemented by courses in chemistry and mechanical trades. Additional higher education desirable. Possession of a valid class" A" water treatment plant operator's license as issued by the State of Florida and three (3) years of experience working as a lead operator, preferred.

Extensive knowledge of modern water treatment, and applicable rules and regulations regarding water supply, treatment and distribution. Intermediate personal computer skills including electronic mail routine database activity, word processing, spreadsheets, graphics, etc.

Driver's License Requirement:
Valid Florida Driver's License Classification E .

This position is very active and requires standing, walking, bending, kneeling, and crouching throughout the day;frequently operate computer including keyboard and mouse;

and work outside in various conditions. The employee must frequently lift or move items up to 40 pounds and occasionally lift or move items up to 75 pounds. Specific vision abilities required include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus.
