Financial Manager - Chief Financial Officer

As the Saginaw VA Medical Center's financial expert, the Chief Financial Officer is responsible for establishing and maintaining an integrated system of financial staff services that contribute to effective management control over facilities budget for the implementation of clinical operations.

Duties include, but are not limited to:

* The Chief Financial Officer (CFO) is responsible for the supervision and control of all facility fiscal functions that include budget, fiscal accounting, financial reporting, automatic data processing, payroll, agent cashier, and employee travel.

* Perform comprehensive reviews, analyses, and reconciliations to ensure the integrity of the overall facility accounting system.

* Comprehensive audits of cost control records of the other services within the medical center as well as numerous specialized audits to assure proper utilization of resources under the scope of the quality assurance program for the medical center.

* Directs and promotes the effective use of advanced techniques in finance and accounting, budgeting, management, and manpower management.

* Plans, organizes and directs an integrated finance and accounting system.

* Manage operational accounting programs for the facility.

* Chief Financial Officer serves as the focal point and technical authority for the development of the Veterans Health Care System and Medical Center's operating budget.

* Direct and execute all phases of the Medical Center budget as well as develop multi-year business plans and forecasts.

* Ensure all financial and budgetary activities are consistent and compliant with Departmental guidelines. This includes: plan and organize the work; estimate costs and consolidate financial statements; develop independent budget formulations and justifications; prepare and present the annual budget request; determine the resources to devote to particular programs and carry out budget execution.

* Other duties as assigned.
