REPORTS TO: Executive Director of Special Education and Director of Special Education

The Special Education Supervisor works under the direction of the Saginaw ISD Executive Director of Special Education, the Saginaw ISD Director of Special Education and in conjunction with the Superintendent of the School District of Assignment. This position provides leadership in the administration and management of Special Education Programs, and oversees Special Education instructional staff, including evaluation of staff. The Supervisor ensures programs and services comply with special education rules and that students’ IEPCs are correct and legally implemented.

The Supervisor is responsible for maximizing student learning outcomes and for oversight of curriculum and assessment related to Special Education. The Supervisor must be fully conversant with state and federal laws pertaining to special education. The Supervisor provides quality customer service to staff and the public in the assigned school district.

Job Responsibilities
  • Function as Special Education Administrator for the district.
  • Administer Special Education Programs and Services as per Federal, State, and ISD mandates, including, but not limited to, development and review of curriculum as it relates to students with disabilities.
  • Develop comprehensive programs and services for Special Education students, aged 0-26.
  • Develop and maintain Special Education Graduation Requirements.
  • Implement Transition Requirements for Special Education.
  • Develop and implement appropriate pre-referral and referral systems for Special Education.
  • Develop needs assessments and high-quality professional development for Special Education staff.
  • Assist Special Education Teachers in the selection, procurement, and dissemination of materials for students with disabilities.
  • Assist the Superintendent with administration of teaching and paraprofessional staff, including evaluation of staff, attendance, adherence to compliance, development of improvement plans, and monitoring of professional development.
  • Inform the Superintendent and district administrators on relevant special education data (e.g., attendance, state performance indicators, graduation data, suspension/expulsion data, child accounting data).
  • Act as Designee of the Superintendent in matters relating to Special Education as permitted by regulations.
  • Administer student code of conduct for students with disabilities and support positive behavioral, social, and emotional development; support anti-bullying and harassment initiatives.
  • Provide administrative oversight of Special Education budget/costs.
  • Attend and oversee IEPs for students in local district programs and services; ensure proper implementation of IEPs and related procedural issues.
  • Monitor and evaluate the District’s Special Education Programs and Services for compliance and quality.
  • Assist the Superintendent with corrective actions for monitoring and compliance violations.
  • Complete Special Education reports required by the ISD, State Department of Education, and Federal Office of Education.
  • Assist the Superintendent with recruitment, interviewing, and hiring of Special Education staff.
  • Keep accurate records of professional activities.
  • Function as a liaison with school staff, community agencies, and professional organizations regarding special education.
  • Maintain professional competency by attending meetings, in-services, conferences, workshops and professional organizations.
  • Other duties as assigned by the LEA Superintendent and SISD Executive Director of Special Education.
  • Provide supervision of ancillary staff/services assigned to the district by the SISD Director of Special Education.
  • Provide oversight of collaborative programs housed within the assigned district.
