Senior Accountant - Technical & Capital

Base pay range

£48,690 - £51,854 plus Local Government Pension Scheme and Hybrid Working

Located in the picturesque market town of Saffron Walden, Uttlesford District Council serves a vibrant community across rural Essex. The Council is responsible for delivering essential services including housing, planning, waste collection, and community development, while driving forward ambitious capital projects to support growth and sustainability.

As the Technical and Capital Senior Accountant, you will play a pivotal role in managing the Council's technical accounting requirements and.pipeline overview oversight of its capital programme. This includes ensuring compliance with statutory accounting standards, supporting the production of the Statement ofzis, and leading on capital financing strategies.

• Preparing and reviewing technical accounting reports and ensuring compliance with CIPFA Code of Practice.
• Managing the Council's capital programme, including monitoring expenditure and funding sources.
• Leading on year‑end processes and supporting the external audit.
• Advising senior stakeholders on complex financial and capital issues.
• Supporting the development of financial policies and procedures to strengthen governance.

• Qualified CCAB accountant (or equivalent) with strong technical accounting knowledge.
• Experience in capital accounting and managing large‑scale capital programmes.
• Proven ability to deliver year‑end accounts and liaise effectively with auditors.
• Excellent communication skills and the ability to influence at a senior level.
