Serves as a lead technician, under the general supervision of a Resident Engineer, project supervisor or Lab supervisor performing highly technical activities on highway constructions projects, including electrical and landscape construction inspection, area lab materials, quality control, field office materials coordination and construction administration. Inspects, tests and documents complex construction items, such as highways, FMS, Lighting, landscaping and irrigation, material testing and construction administration.
Primary contact for contractors, consultants and ADOT employee's on minor projects or segments of a major project. Resolves issues of conflict with contractors. May initiate charge orders or force accounts. Reviews completed work of other employees and provides training.
Review construction plans, specifications and documentation to ensure compliance with federal, state, and local requirements. Review technical problems, develop procedures and recommendations for resolutions of issues. Review, verify and approve calculations, test results and documentation. Review and verify contractor pay quantities before downloading into CPE program. Review and/or prepare contract documents related to force accounts, change orders, supplemental agreements and financial documentation.
Prepare inspections, documentation and testing for construction, documentation projects. Prepare project related documentation to ensure conformance with all applicable laws, rules, regulations and standards. Provide training, coaching and guidance to employees. Consult with contractors, local agencies and citizens to develop solutions to resolve issues at the lowest level in the field. Prepare recommendations for project management.
Knowledge of:
- Principles and practices of civil engineering related to the construction of state highway system roadways.
- Construction inspection methods, procedures and techniques.
- Construction materials testing procedures. Project-related contracts, plans, specification and documentation.
- Verification and review procedures and practices for Federal, State and agangies standards, policies and practices.
- Approved record-keeping and documentation procedures.
- Materials and equipment used for highway construction and materials testing purposes.
- Consults with contractors, local agencies and citizens to develop solutions to resolve issues at the lowest level in the field.
- Prepare recommendations for project management.
- Safely drive a full-size pickup truck on and off road.
- Work outdoors for extended periods of time, exposed to heat, cold, dust, noise and near high-speed traffic. Ensure safe completion of all work.
- Complete assignments to acceptable standards in a timely manner.
- Ensure that materials, equipment and procedures are used to comply with agencies standard.
Two years of journey-level experience as a senior-level technician. A Bachelor's Degree in engineering or closely related curriculum may substitute for the required experience. Any combination of training and experience that meets the knowledge, skills and abilities may be substituted.

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks.
