Lead - Disclosure Specialist
Under the general direction of an Administrator II, you will provide technical and analytical assistance in a professional work environment. You will act in a lead capacity to respond to complex requests from taxpayers, their representatives, and the public. The role requires a heightened awareness of protecting confidential and sensitive information, excellent leadership, interpersonal, and communication skills, initiative, the ability to work independently and as part of a team, strong analytical and organizational skills, and the ability to manage competing priorities.
Key ResponsibilitiesThe incumbent is responsible for leading staff by example, providing review and feedback, representing the Disclosure Office on departmental teams and projects, acting as project manager or project lead, and analyzing, researching, and responding to complex requests in accordance with the California Information Practices Act (IPA), the California Public Records Act (PRA), and various litigation requests such as warrants and subpoenas.
Additional duties include communicating with staff across the enterprise for guidance on disclosure matters, delivering Privacy, Security and Disclosure training presentations to new hires and unit meetings, providing guidance, recommendations, education, and awareness to the department to prevent unauthorized access, acquisition and disclosure, handling unauthorized acquisition case review, maintaining and developing internal guidelines, and providing training to Disclosure Staff. The role may also involve testifying in court and preparing analysis/recommendation documents for management, including issue papers and research of department policies, procedures, or laws.
Qualifications
- Knowledge of and experience with departmental systems such as Internal Taxpayer Folder (TPF), Case Management (CM), Taxpayer Information (TI), Business Entities Tax System (BETS), Integrated Non Filer Compliance (INC), Accounts Receivable Collections System (ARCS), and Professional Audit Support System (PASS) or equivalent.
- Ability to effectively manage time, competing priorities, and produce quality, completed work.
- Experience writing correspondence or documents.
- Experience and ability to perform analytical and research work.
- Experience protecting, handling and maintaining confidential and sensitive information.
- Ability to analyze complex information and draw sound conclusions.
- Experience with Microsoft Office tools such as Excel, Outlook and Power Point.
- Ability to take initiative and exercise tact and good judgment.
- Strong written and verbal communication skills.
- Enterprise wide team or project experience.
