Overview
Under the general direction of the Manager for Real Estate Management, the Real Estate Officer 3 is recognized as a technical leader with a high degree of knowledge and expertise in property and facilities administration. This position manages the day-to-day and long-term administration of UC Davis Health's multi-million-dollar leased portfolio, including processing and reconciling rents, taxes, operating expenses, project costs, and one-time charges.
The role requires frequent interaction with campus Real Estate Services, landlords, tenants, and internal stakeholders to resolve complex property-related issues, support lease negotiations and amendments, and ensure the financial and operational integrity of the portfolio.
In addition to financial and lease management, the position provides leadership in compliance and program oversight, including the Fire Life Safety program for leased properties. The incumbent reviews and tracks required documentation, identifies and monitors deficiencies, develops and coordinates interim life safety measures, and ensures corrective actions are implemented in collaboration with landlords and service providers.
The Real Estate Officer 3 also provides oversight of the work order process, ensuring accurate coding, timely resolution, and compliance with institutional and regulatory standards. Operating with a high degree of independence, the position develops and implements strategies, policies, and quality control measures that advance the effective use of UC Davis Health facilities while maintaining compliance with Joint Commission, CCS, Title 22, and other applicable codes and regulations.

- Bachelor's degree in Business, Facilities Management, Real Estate, Construction, or a related field; OR an equivalent combination of education, certification, and progressively responsible experience in property, facilities, or real estate management. (Examples include a current California contractor's license, RPA/CPM certification, or 5+ years of directly related experience.)
- Experience processing and tracking financial transactions linked to leases, such as rent, operating expenses, taxes, and project-related charges.
- Working knowledge of lease agreements, landlord and tenant responsibilities, and basic real estate administration in a healthcare, university, or institutional setting.
- Experience coordinating compliance activities such as fire life safety documentation, inspections, or facility-related regulatory requirements, including tracking deficiencies and supporting corrective actions.
- Familiarity with building systems (e.g., HVAC, electrical, plumbing) sufficient to interpret maintenance responsibilities and communicate with landlords and service providers.
- Experience reviewing work orders, verifying account coding, and following institutional financial procedures.
- Strong organizational and time-management skills with the ability to coordinate multiple assignments, meet deadlines, and adjust to changing priorities.
- Effective verbal and written communication skills, including the ability to interact with landlords, departments, and internal partners with professionalism and discretion.
- Proficiency using Microsoft Office Suite (e.g., Outlook, Excel, Word, Teams, PowerPoint) to prepare reports, track data, and communicate with stakeholders.
- Ability to work independently under general direction, apply sound judgment, and maintain confidentiality in a complex operational environment.
- Professional certification in real estate, property, or facilities management (e.g., RPA, CPM, FMP), or progress toward certification.
- Academic Medical Facility experience.
- Experience working in a public-sector, higher education, or healthcare real estate environment.
- Experience coordinating with architects, inspectors, engineers, contractors, or regulatory agencies.
- Experience supporting or maintaining compliance or inspection programs across multiple leased facilities.
- Familiarity with UC policies or other large institutional procedures related to leasing, finance, contracting, or compliance.
- Knowledge of regulatory standards such as Joint Commission, Title 22, ADA, NFPA, NEC, or California Building Code.
Real Estate Development and Management (REDM), within the Facilities Planning and Development Division, is responsible for the planning, oversight, allocation, and management of UC Davis Health's extensive lease portfolio, serving as both tenant representative and landlord.
