About CDSS and RADD

The California Department of Social Services (CDSS) mission is to serve, protect, and support the people of California experiencing need in ways that empower wellbeing and disrupt systemic inequities. The Research, Automation, and Data Division (RADD) mission is to improve how the Department collects, manages, and deploys data to support the delivery of government social services, including automation and continuous quality improvement, data governance, and research partnerships.

Job Description And Duties

Position role: A Unit Manager (Supervisor I) leads initiatives within the Electronic Benefit Transfer (EBT) Modernization and Automation Support (EMAS) unit. This role supports statewide policy, efficient benefit delivery, and innovation for key safety net programs.

Under the general direction of the Section Manager (Supervisor II), the Unit Manager supervises a multidisciplinary team of analysts and drives modernization efforts for California's EBT system. Responsibilities include planning and prioritizing work, monitoring progress, and ensuring deliverables align with modernization goals. The role oversees automation and technology improvements that impact the public and enterprise automation tools that support CDSS processes.

The position provides strategic recommendations to executive leadership, coordinates with internal and external partners for seamless service integration, and engages stakeholders through outreach and user research to deliver inclusive, accessible solutions. Additional duties include supporting county compliance evaluations, managing administrative functions, and safeguarding program integrity and data privacy.
