Covered California’s Marketing Division is seeking an experienced leader to drive marketing operations and project management workflows that support key strategic initiatives. The role is critical to delivering impactful campaigns that promote member growth and retention, improve health literacy, increase utilization of essential services including preventive care, and advance new programs that improve member health outcomes.
As part of the leadership team in the Marketing Division, you will play a pivotal role in ensuring consistency in brand messaging, effective cross‑functional collaboration, data‑driven decision‑making, and operational excellence.
We are looking for a senior manager with strong expertise in marketing project management and operations, who can successfully oversee the execution of multiple initiatives and lead a team of talented marketers to deliver results. This position is ideal for someone who thrives in a fast‑paced environment, has a proven track record of managing complex, multi‑step marketing workflows, and is passionate about driving organizational impact.
Inthis role you will
- Provide strategic leadership by guiding team members, assigning and tracking work, and developing policies, processes, and procedures in alignment with Covered California goals.
- Manage marketing project workflows and oversee implementation, communication, and distribution of campaigns across multiple channels.
- Lead a team responsible for coordinating cross‑functional channel partners, external contractors, and stakeholders to execute marketing efforts effectively and on time.
- Monitor project timelines, budgets, and resources to ensure operational excellence while delivering measurable outcomes.
- Provide oversight and project management of vendors including external agency partners (e.g., creative, media, production agencies) and promote collaboration and efficient delivery of services to Covered California.
- Drive operational improvements that increase efficiency across marketing campaigns and processes.
- Leverage data analytics and market insights to inform campaign strategies and optimize performance.
- Strong background in marketing operations, project management, or campaign management with proven experience leading cross‑functional teams and managing complex workflows.
- Expertise in overseeing budgets, timelines, and resources to deliver high‑quality marketing initiatives.
- A results‑driven leader who can balance strategic planning with hands‑on execution.
- An excellent communicator and collaborator who can build consensus across departments and stakeholders.
- Agency experience including but not limited to in‑house leading teams, running an Integrated Agency Team (IAT) on the client side.
- Experience working in regulated industries, public health, or non‑profit organizations is a plus.
- Ability to lead and manage cross‑functional teams, fostering collaboration, innovation, and high performance in a fast‑paced and dynamic environment.
- Experienced analytical thinker with the ability to interpret both qualitative and quantitative data to provide actionable insights that improve marketing strategies, campaign performance, and operational efficiency.
- Demonstrated expertise in managing complex marketing projects, including the development of strategic plans informed by consumer research, and overseeing implementation to drive measurable outcomes.
- Exceptional communication and collaboration skills, with the ability to build consensus and work effectively with internal teams, external partners, and stakeholders to align efforts and achieve organizational goals.
