A vital part of our commitment involves meeting California's Renewables Portfolio Standard (RPS), a cornerstone program driving the state's shift to clean energy. This mandate requires all electric load-serving entities to source at least 60% of their electricity from eligible renewable resources by 2030. At SMUD, we play a key role in achieving these targets and leading our region toward a zero-carbon future.
In addition, we actively participate in programs overseen by the California Air Resources Board (CARB), such as the Cap-and-Invest Program, which is designed to reduce greenhouse gas emissions and accelerate California's clean energy transition.
We're seeking an experienced and visionary manager to lead our Renewable and Carbon Credit Portfolio team. As the Manager of the Renewable & Carbon Portfolio Planning, you'll oversee all aspects of our RPS and carbon credit compliance. You'll ensure we meet or exceed regulatory requirements while maximizing the value of these portfolios to achieve both financial and environmental goals. Leading a cross-functional team and collaborating across the organization, you'll help advance SMUD's long-term vision of delivering reliable, affordable, and sustainable power to our community.
This strategic role includes developing and implementing long-term compliance and portfolio strategies, supervising and developing your team, managing regulatory filings, maintaining strong relationships with agencies like the California Energy Commission and California Air Resources Board, and providing accurate forecasting and analysis to guide executive decisions.

Duties and Responsibilities
- Manage SMUD’s Renewable Energy credit (REC) portfolio to maximize the value of the Renewable Portfolio Standard (RPS) and California Air Resources Board (CARB) Carbon Allowance allocations; ensure compliance with California’s RPS requirements and manage RECs for SMUD’s green pricing programs; develop long-term strategies for using Cap and Trade Carbon Allowances to meet financial objectives; conduct risk evaluation to determine trade-offs in decision-making;
maintain RPS compliance and enforcement reports, ensuring adherence to California Energy Commission (CEC) requirements; coordinate with SMUD’s Resource Planning team on REC needs for compliance. - Oversee compliance with regulatory filings such as RPS and Power Source Disclosure (PSD); represent the department in cross-functional teams discussing renewables and carbon credits; act as the subject matter expert on new regulatory requirements proposed by CEC and CARB; assess regulatory changes and ensure new renewable contracts meet compliance requirements.
- Provide supervisory oversight for SMUD’s RPS and Carbon portfolios; develop and present RPS and Carbon allowance outlook information to management; maintain models and forecasts for accurate reporting and update long-term strategies; collaborate with budget and finance teams to reflect compliance costs and forecast allowance values; support decision-making on renewable and carbon-free resources in coordination with Resource Planning.
- Ensure timely and accurate RPS and PSD compliance and annual reporting with the CEC and maintain accurate record keeping supporting compliance.
