Job Description and DutiesJoin one of the largest and most sophisticated water infrastructure finance teams. Under the supervision of an Assistant Chief Counsel, the Attorney will work in a fast-paced, collegial transactional practice and advise on all stages of multiple complex financial assistance programs from initial eligibility through execution and post-execution compliance. The Office of Chief Counsel has one opening for an Attorney on the Loans & Grants team.
Attorneys advise the Division of Financial Assistance (DFA) and assist with administering DFA’s financial programs (e.g., SAFER, DWSRF, CWSRF, NPS) which fund safe drinking water, wastewater treatment, water recycling infrastructure, and groundwater cleanup projects through loans, grants, and technical assistance across California.
The position is located at the Capitol area in Sacramento. The Office fosters attorney development and mentorship. The Loans & Grants team is dedicated to public service, sustainable work/life balance, and allows significant independence in setting priorities and managing time.
Responsibilities- Draft or review transactional documents (e.g., grants, loans, installment sale agreements, decisional file records) and negotiate with outside counsel on complex transactions.
- Conduct legal and financial due diligence of potential recipients and counter parties, including review of corporate authority, indentures, financial obligations, JPAs, and project-specific risk.
- Provide legal counsel on existing and pending compliance obligations (e.g., federal grant applications, legislation, bond indentures, revenue bond sales).
- Advise on Board policies and funding program guidelines; collaborate with stakeholders, state and federal agencies, and funding partners.
- Assist DFA with research, writing, recommendations, review, counsel, and negotiation on a wide range of issues (real property, secured transactions, tax, legal opinions, conflicts of interest, audits, Public Records Act requests).
- Occasionally participate in-person and remotely at funding workshops, advisory groups, site visits, and stakeholder events statewide.

QualificationsMinimum Requirements: Attorney
Active membership in the California State Bar. Must have Attorney list, transfer, or reinstatement eligibility and be reachable on the certification list. See exam details and education evaluation requirements in the posting.
Desirable Qualifications- Knowledge/experience in transactional law, public finance, or water law.
- Demonstrated leadership, excellent written and oral communication skills, attention to detail and due diligence.
- Ability to work independently in a fast-paced, dynamic transactional practice.
- Interest in environmental finance law or public service.
