Overview

The California State Board of Equalization (BOE) is the only elected tax board in the United States. Established in 1879, the BOE oversees the 58 County Assessors to ensure consistent and fair property tax assessments statewide. It also directly assesses certain properties, manages taxes on private railroad cars, and administers the Alcoholic Beverage Tax and the Tax on Insurers. By promoting equitable assessments, the BOE plays a vital role in protecting tax revenues that support schools, local communities, and the State of California.

Role Description (JC-505743)

This is a full-time Attorney III role located in Sacramento, CA. The Attorney III will be responsible for coordinating all phases of litigation with the Attorney General’s office, in all matters within the substantive jurisdiction of the BOE and personnel matters. The Attorney III will also participate in administrative appeals of substantive tax areas under the Board’s jurisdiction, including state property tax assessment, various programs related to county-assessed property taxation, tax on insurers, and alcoholic beverage tax law.

Responsibilities will include overseeing all aspects of litigation assignments from case initiation and answering, discovery, dispositive motion practice, trial, and appeals. The Attorney III will also provide legal services to the Board and their staff on assigned subject matter areas, with a heavy emphasis on conducting research, drafting opinions, and answering oral and written inquiries from the staff, the Board, other governmental entities, and the public.

This position will be a part of a small legal department of a Constitutional state agency.

Qualifications
  • Advanced knowledge of legal research, writing, and analytical skills
  • Experience in tax law, property assessments, and regulatory compliance
  • Strong capability in drafting, reviewing, and interpreting legal documents
  • Effective communication, negotiation, and presentation abilities
  • Proficiency in legal tools, software, and applications
  • Juris Doctor (J.D.) degree and membership in the California State Bar
  • Ability to work effectively in a team and independently
  • Familiarity with government policies and procedures is beneficial
