Department InformationThe mission of the California Department of Social Services (CDSS) is to serve, protect, and support the people of California experiencing need in ways that empower wellbeing and disrupt systemic inequities. CDSS provides timely, independent and impartial due process hearings, maintains the integrity of the state hearing process, and communicates with counties, claimants, and others to achieve an efficient state hearing process.

- Presides over hearings in CDSS and DHCS program areas (e.g., CalWORKs, Cal Fresh, Medi-Cal, IHSS, Scope of Benefits, Resource Family Approval, Covered California, and others).
- Handles all types of hearings, including complex and/or sensitive cases.
- Interprets and applies federal and state statutes, regulations, and department policies.
- Rules on objections and subpoena requests, addresses postponement requests, sets continued hearings, and manages other case flow issues as directed by the Supervising Administrative Law Judge (SALJ).
- Submits timely and legally correct final and proposed decisions as delegated, in accordance with State Hearings Division (SHD) standards.
- Develops subject-matter expertise (e.g., CalWORKs, Cal Fresh, Medi-Cal) and may consult with other ALJs on points of law; serves as a source of referrals and resources.
- May serve as reviewer of proposed decisions from other ALJs and/or as duty judge handling pre-hearing matters (e.g., expedited hearings, bifurcations, subpoenas, postponements, reopen requests).
- Participates in special projects and internal/external meetings as assigned.
