Personnel Attorney

We are looking for an enthusiastic and motivated Attorney with excellent legal research and communication skills, a passion for employment law, and a desire to support Covered California’s mission and core values.
The Attorney provides legal guidance on sensitive legal issues facing Covered California involving personnel, Equal Employment Opportunity, and health and safety matters.
Duties include:
- Counseling and advising program units, staff members, and senior leadership in personnel-related issues, policies, and procedures.
- Representing Covered California in administrative hearings and appeals, including those before the State Personnel Board, California Department of Human Resources, Civil Rights Department, California Unemployment Insurance Appeals Board, and federal Equal Employment Opportunity Commission, and acting as liaison with the California Attorney General’s Office in civil cases.
- Closely partnering with Covered California’s Human Resources Branch, Equal Employment Opportunity Office, and Business Services Branch to develop, implement, and administer organization-wide policies, procedures, and training.
Salary: $7,506.00 - $12,026.00

- Experience and/or interest in employment law and public sector legal issues.
- Experience in analyzing, interpreting, and implementing court decisions, statutes, regulations, policies, and other legal authorities.
- Excellent legal research, written and oral communication, and analytical skills, including the ability to express statements of act, law, and argument clearly and logically tailored to diverse audiences.
- High degree of professionalism and interpersonal skills, exercising open-mindedness, diplomacy, flexibility, tact, and sound judgment.
- Ability to build and maintain positive and effective relationships with staff, management, and external partners.
- Ability to prioritize workload, manage multiple projects, and produce high quality work in short time frames.
