This position is for an IT Specialist (PLCYPLN), also serving as an Operations Officer, within the U.S. Army Corps of Engineers (USACE) Information Management/Information Technology (CEIT) organization. The role is a career ladder position, meaning it can be filled at the GS-12 or GS-13 level, with the full performance level being GS-13.
The incumbent operates under the supervision of the Division or District IT Chief and is responsible for planning, organizing, and managing the technical and administrative IT functions for their assigned service areas. This includes overseeing day-to-day operational controls for information mission areas such as IT acquisition, cybersecurity, project management, enterprise architecture, and telecommunications.
Major Duties- Operations, Policy, and Mission Accomplishment (45%);
- Direct work by developing objectives, informing the team of goals, and providing guidance.
- Develop and recommend policies, processes, and procedures for operations.
- Provide technical advice and evaluate studies to recommend changes in operational concepts.
- Continuously monitor activities to lead necessary actions, respond to directives, and keep leadership apprised of trends, problems, and accomplishments.
- Program Management and Policy Direction (35%);
- Direct policy and procedural changes to enhance program effectiveness.
- Establish local priorities, manage assets, and resolve conflicts to ensure optimal IT requirements management.
- Evaluate program effectiveness based on mission accomplishment, quality, and compliance with regulations.
- Identify high-priority operational requirements and coordinate staff actions and plans.
- Strategic Planning and Project Participation (20%);
- Participate in determining the overall strategic plan for near-term and long-range goals.
- Establish, rationalize, and prioritize programs and projects for accomplishment.
- Participate in special projects and provide advice or instruction to staff.
- Ensure contractor work meets standards of adequacy for payment authorization.
Applicants must have IT-related experience demonstrating each of the four competencies listed below.
This experience can be paid or unpaid and/or demonstrated by completing specific, intensive training (like an IT Certification).

You must have at least one year of specialized experience equivalent to the GS-11 grade level. This experience must be in the IT field or in work where the primary concern is IT. For an Operations Officer role, this could include experience in designing and maintaining IT databases, applying database standards to resolve problems, and working with both structured and unstructured date. - Education Substitution:
There is no substitution of education for specialized experience at the GS-12 level.
