The Project Management Office (PMO) is a collaborative, mission-driven team responsible for managing a diverse portfolio of high-impact IT projects. We are committed to building strong partnerships across the enterprise and sharing knowledge and resources to support the Franchise Tax Board’s modernization efforts. Your contributions will directly support FTB’s mission of helping Californians meet their tax obligations—funding vital programs that benefit communities across the state.

The Franchise Tax Board (FTB) is seeking a confident, motivated, proactive Project Manager who is passionate about leading IT projects, influencing outcomes, and delivering exceptional customer service. This role involves creating plans and setting milestones, taking ownership, making decisions, and leading with confidence to keep work moving forward. Responsibilities
  • Lead and manage a portfolio of complex IT projects, ensuring scope, schedule, budget, and quality objectives are met.
  • Develop and implement risk‑management plans, and mitigate identified risks.
  • Own project scope changes, ensuring alignment with project objectives and stakeholder expectations.
  • Lead cross‑functional teams, facilitate collaboration sessions, and drive outcomes.
  • Maintain cooperative working relationships with staff, management, and vendors.
  • Use project‑management tools (e.g., MS Project) and methodologies such as Agile or Waterfall.
  • Communicate clearly and translate complex concepts into business‑friendly language for stakeholders, sponsors, and executive management.
Desirable Qualifications
  • Experience in managing complex IT projects, including scope, schedule, budget, and quality.
  • Ability to lead and make decisions confidently, influencing stakeholders and keeping projects on track.
  • Experience developing risk‑management plans and implementing mitigation strategies.
  • Experience managing scope changes and ensuring alignment with project objectives.
  • Experience establishing and maintaining cooperative working relationships with all levels of staff, management, and vendors.
  • Experience leading cross‑functional teams, facilitating collaboration sessions among various stakeholder groups to drive outcomes.
  • Ability to lead and guide a team while promoting a supportive work environment.
  • Experience using project management tools (e.g., MS Project) and methodologies (Agile, Waterfall).
  • Strong understanding of IT systems, software development life cycle (SDLC), infrastructure, and emerging technologies.
  • Ability to communicate clearly and translate complex concepts into business‑friendly language.
