In support of the Department's mission, and under the direction of the EPMOS Chief, the Information Technology (IT) Specialist (S) II primarily performs functions in the IT Project Management and IT Business Technology Management domains. The ITS II acts on behalf of the EPMB and serves as a Senior Project Management Strategist, collaborating with internal and external partners to achieve desired outcomes.
The ITS II develops and manages key EPMB services, products, architectures, and processes, including enterprise project and portfolio management processes, certification processes to ensure alignment with program Advanced Planning Documents (APD) timeline and Centers for Medicare & Medicaid Services (CMS) requirements, and contributes to special projects for new products, processes and services to increase effectiveness and efficiency. The incumbent communicates the benefits of these products, architectures and services to executives and stakeholders in verbal, written, and presentational forms.
Minimum Requirements:

- Lead project management activities across scope, schedule, budget, risk, and issues.
- Develop and manage enterprise project and portfolio management processes.
- Maintain certification processes ensuring alignment with APD timelines and CMS requirements.
- Contribute to special projects for new products, processes and services.
- Communicate benefits of products, architectures, and services to executives and stakeholders.
- Experience in all aspects of project management including scope, schedule, budget, risk/issues.
- Experience in system development lifecycle and Agile/Waterfall product development methodologies.
- Knowledge in vendor/contract management.
- Knowledge in developing and reviewing state/federal budget requests.
- Strong communication skills, negotiating credibly and persuasively.
- Experience in strategic planning and development.
- Experience with Agile tools (e.g., JIRA).
- Project Management Professional and/or Agile certification highly desirable.
- Experience in Agile, Waterfall, hybrid methodologies and associated tools (Microsoft Project, Jira, Smartsheet).
- Demonstrated ability to support organizational change, create communication plans, and manage resistance.
- Proven track record leading cross‑departmental collaboration for organization‑wide initiatives.

The position is currently eligible for telework up to three days per week and requires in‑person reporting of at least two days per week. The salary range is $8,625.00 - $11,557.00 per annum, with additional temporary salary reductions under the Personal Leave Program 2025 as applicable. The office location is 1500 Capitol Ave., Sacramento, CA 95814.
