Overview
This is a full-time on-site / hybrid role for Senior IV&V (Independent Verification & Validation) and QA (Quality Assurance) Consultants
, based in Sacramento, CA
, supporting a major California Department's modernization program.
In this role, you will provide independent oversight and quality assurance across PAL Stage 3 and Stage 4 activities for a large-scale, mission-critical IT modernization program. You will perform independent reviews of project management, technical, and procurement deliverables to ensure compliance with California Department of Technology (CDT) standards, IEEE standards, and Departments governance requirements
.
All work is performed in alignment with IEEE 1012 (Software Verification & Validation) and IEEE 12207 (Software Life Cycle Processes) standards.
Responsibilities- Perform Independent Verification & Validation (IV&V) and Quality Assurance (QA) across planning, procurement, and execution phases
- Review and assess project management practices (schedule, scope, cost, risk, governance)
- Conduct independent reviews of:
- Requirements, traceability matrices, and solution documentation
- RFP and solicitation packages, evaluation criteria, and scoring plans
- Identify project risks, quality gaps, and control weaknesses; provide actionable mitigation strategies
- Support readiness reviews, checkpoint reviews, and executive-level reporting
- Oversee data synchronization, data migration planning, and system integration readiness
- Produce monthly IV&V & QA assessment reports with findings and recommendations
- Collaborate with project leadership, technical teams, and oversight stakeholders while maintaining independence
Education & Certifications
- Bachelor7s degree in Computer Science, Information Technology, or related field
- PMP certification (strongly preferred for Senior PM-level candidates)
- Certifications in QA, IV&V, Agile, or Project Management are a plus
- State of California experience is preferable
- Strong expertise in Independent Verification & Validation (IV&V) and Quality Assurance (QA) methodologies in large IT programs
- 7+ years of experience in IT project oversight, QA, or IV&V, preferably in government or highly regulated environments
- Experience with:
- Software testing and test strategy development
- Defect management and quality metrics
- Requirements traceability and validation
- Risk and issue management
- Experience supporting large system modernizations
, data migration, and system integration programs - Knowledge of Project Approval Lifecycle (PAL), PMBOK, and California state oversight processes is highly preferred
- Proficiency with enterprise platforms such as Salesforce, ERP systems, Service Now
, and modern application development practices - Strong written and verbal communication skills, with ability to produce executive-level reports
- Ability to work independently as an objective advisor while collaborating effectively with project teams
