Job Summary

Under the general direction of the IT Manager I in the Digital Services & Innovation Unit, the Senior Project Manager/Business Analyst & Contract Manager (IT Specialist II) manages projects through the initiation, analysis, planning, execution, monitoring, control, and closure phases. The incumbent coordinates and manages multiple projects within the modernization portfolio to achieve Cal OES Business and IT Strategic objectives.

The incumbent is responsible for developing and updating project documentation for information technology projects, performing business analysis, overseeing contract and procurement activities, and ensuring vendor deliverables meet contractual, technical, and security requirements. The incumbent leads project teams, manages the integration of information systems and/or subsystems, and ensures adherence to budget, schedule, scope, and contract terms.

The incumbent provides project leadership for the identification, development, acquisition, and implementation of complex information technology solutions. The role includes providing direction to technical specialists and program area subject matter experts, incorporating digital transformation objectives, and ensuring all technical products meet Cal OES security and accessibility standards. The IT Specialist II works primarily in the IT Project Management, Business Technology Management, and IT Procurement/Contract Management domains.

All Information Technology (IT) Series positions and duties are reviewed by the California Office of Emergency Services (Cal OES) Chief Information Officer (CIO) to ensure compliance with State Administrative Manual (SAM) and Government Code.
