Pay Range

Base Pay Range

Responsibilities

• Talent and organizational development:
Shape recruitment, onboarding, succession planning, and leadership pipelines.

• Employee relations & labor compliance:
Lead negotiations, grievances, collective bargaining; ensure adherence to federal/state/local regulations.

• Diversity, equity & inclusion:
Drive DEI initiatives and cultivate a workplace culture rooted in respect, integrity, trust, and excellence.

• Performance management & training:
Design and manage performance systems, career development, and learning programs.

• Compensation, classification & benefits:
Manage pay structures, benefits, leave administration, and benchmarking.

• Budget & team leadership:
Oversee the HR budget, staff, and systems to sustain high operational standards.

Qualifications

• A Bachelor’s degree from an accredited college or university in human resources, labor relations, business administration or closely related field. (required)

• Eight (8) years of progressively more responsible management in human resources, preferably in a public agency or governmental setting. (required)

• A graduate degree or designation as a Senior Professional in Human Resources Management (SPHR) and/or International Public Management Association Certified Professional in Human Resources (IPMA-CP). (preferred)

• Experience in working collaboratively with internal and external stakeholders at multiple levels.

• Thorough knowledge of the principles and practices of HR administration.

• Expertise in directing, organizing, and motivating HR professionals in executing HR related functions.

• Experience in providing strategic direction and organizational initiatives on cultural competency and diversity.
