About This RoleThe Population Health Management Division (PHMD) plays a pivotal role in designing and driving the implementation of CalAIM. PHMD is part of DHCS' Quality and Population Health Management Program (QPHM). The Analyst II will be a team member on the Population Health Management (PHM) Policy Section, responsible for policy development, implementation, and monitoring. The role includes ensuring high-quality program administration, leading work streams and projects, collaborating internally and externally, and managing division-wide work products and responses with deadlines and high-quality deliverables.
The Analyst II will use quantitative and qualitative data to monitor and, where appropriate, improve PHM policy to achieve CalAIM goals and outcomes, and enable DHCS' managed care partners to implement PHM policy with fidelity. The Analyst II will support the development and implementation of Medi-Cal Connect, a statewide data platform for monitoring progress toward quality goals and outcomes.
• Lead and manage assigned work streams and projects within the PHM Policy Section
• Develop, implement, and monitor PHM policy in support of CalAIM goals
• Collaborate with internal teams and external partners; respond to requests with timely, high-quality deliverables
• Utilize data (quantitative and qualitative) to monitor policy performance and inform improvements
• Support the development and implementation of Medi-Cal Connect
• Ensure compliance with timelines and maintain documentation of division-wide work products

- Analyst II
- Master's in Public Health, Health Administration, or related advanced degree
- Experience with quality improvement and health programs or projects (health equity, development, research, coordination, evaluation, monitoring)
- Experience in data analysis
- Ability to synthesize information for executive consumption
- Ability to collaborate with clinical and non-clinical staff
- Ability to prioritize workload, adapt to changes, and shift focus as needed
- Ability to work independently and as part of a team; self-starter with positive attitude
- Excellent verbal and written communication, organizational skills, and attention to detail
