Position: Quality Improvement HC Specialist 3 HX

Overview

The MQSA - Mammography Quality Standards Officer role involves developing, managing, and implementing a Mammography quality program for all clinical Mammography locations within the Department of Radiology at UCD Health. This includes updating policies and procedures in line with ACR and MQSA guidance, maintaining MQSA documents, and ensuring up-to-date employee training records. Additionally, collaboration and training of faculty, staff, and managers in other departments, as well as maintaining relationships with outside vendors for in-services, are important aspects of the role.

The incumbent is responsible for ensuring compliance with ACR and MQSA safety regulations and recommendations, as well as enforcing proper policies and procedures for day-to-day MQSA compliance. Regular site visits and collaboration with various managers are also part of the role.

Minimum Qualifications
  • ARRT (R)(M) Certification as an Mammography Technologist
  • Bachelor's degree in the healthcare profession or a combination of comparable clinical education and/or experience.
  • Minimum of 5 years of direct work experience in Mammography
  • Thorough knowledge of the safety standards and risks associated with GBCA.
  • Full competency in applying MQSA regulations and the ACR manual for Mammography and Joint Commission Requirements.
  • Understand the legal implications of MQSA through knowledge of QA/QI standards, clinical chart review and abstraction, and regulatory requirements.
  • Thorough knowledge of QA/QI models, measurement tools, and techniques, including collection, aggregation, abstraction, validation, analysis, and reporting of data.
  • Detail-oriented with strong time management, project completion ability, and prioritization skills.
  • Strong critical thinking and problem-solving skills to manage multiple levels of information and responsibilities.
  • Analytical and problem-solving skills to work with complex information and identify risks.
  • Strong interpersonal skills for collaboration with clinical and technical staff and external regulatory agencies.
  • Ability to convey complex information verbally and in writing; capable of producing high-quality reports and documentation.
  • Proficiency with administrative and business software and data management applications.
  • Ability to influence staff, management, and clinicians across departments.
  • Knowledge to provide guidance on quality indicators or metrics related to patient care and safety.
  • Ability to perform statistics and data analysis, including interpretation and correlation.
  • Ability to prepare and present reports using Word, Excel, PowerPoint, Visio, etc.
  • Technical knowledge of Radiology exams and processes.
  • Knowledge of state, federal, hospital and departmental regulations and requirements related to Radiology.
  • Knowledge of quality assurance, quality system essentials, quality improvement, benchmarking, metrics, data analysis, and audit processes.
  • Ability to collect data and synthesize information from various systems (RIS, EPIC EMR, RL Solutions, etc.).
  • Understanding of the Radiology Quality Map and opportunities to improve processes and outcomes.
  • Knowledge to assess and recommend changes to maintain compliance with regulatory requirements and internal policies.
  • Political acumen and collegial communication across levels of hierarchy.
  • Experience coordinating a diverse, complex workload and meeting deadlines in a fast-paced environment.
  • Active listening and speaking skills to communicate effectively; reading comprehension; service orientation.
  • Ability to independently conduct research and prepare analyses and reports.

The Department of Radiology is a 24-hour, seven day a week operation providing imaging services to adult and pediatric inpatient and outpatients.
