To accomplish its mission, the Maternal, Child and Adolescent Health Division (MCAH) maintains partnerships, contracts, and agreements with state, federal, and local agencies in both public and private sectors. MCAH hosts an array of programs and initiatives to serve the state's diverse populations and regions providing important resources, information and data about reproductive health, family planning, pregnancy, birth outcomes and more.
Most programs and initiatives within MCAH are funded by the 1935 Social Security Act's Title V Block Grant.

- Effective July 2025, California’s Personal Leave Program (PLP 2025) reduces employees’ base pay by 3% in exchange for 5 hours of leave credits monthly through June 2027. The posted salary range does not reflect this reduction.
Incumbents in one of these classifications, where a Master’s Degree is required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 2% of their monthly base pay. Those where a Doctoral Degree is required to meet the minimum qualifications shall receive an educational pay differential equivalent to 3% of their monthly base pay. Individuals with both a Master’s and Doctoral Degree will be given the best benefit in relation to salary and shall be eligible for only one amount.
This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by working on data and evaluation efforts of Maternal, Child and Adolescent Health (MCAH) programs, which promote the health and wellness of participating mothers and birthing people, parents, families, and children.
The incumbent works under the general direction of the Research Scientist Supervisor II (RSS II), Supervisor of the Adolescent and Perinatal Program Evaluation (APPE) Section. The Research Scientist Supervisor I (Social/Behavioral) (RSS I) will provide scientific and management oversight to the Adolescent Program Evaluation and Data (APED) Unit. The APED Unit supports the design and implementation of MCAH program evaluation efforts related to the work of local health jurisdictions (LHJs), Title V MCH Block Grant reporting, needs assessments, and various MCAH programs.
The RSS I uses tools and methods in the areas of program evaluation, social/behavioral sciences, statistics, project management, stakeholder communication, and data systems and informatics to engage in program evaluation and other studies to promote public health in maternal, child and adolescent health populations.
