Program Supervisor, THRIVE FSP - Forensic Community Mental Health

The Program Supervisor for our THRIVE FSP Program is responsible for providing high quality and timely field response to requests for support from community members using a strengths‑based and harm reduction approach. Services include de‑escalation, resourcing, problem‑solving, family support and transportation to other community locations.

THRIVE programs are new initiatives by Sacramento County Behavioral Health to serve adults who are justice‑involved and meet criteria for specialty mental health services. Justice involvement may include participation in mental health diversion, mental health court, parole/probation, etc. The THRIVE Outpatient Program will serve moderate‑level community members and will be open Monday‑Friday. THRIVE FSP will serve high‑intensity community members and operate seven days a week.

Schedule:
Sunday‑Thursday, day shift.

Duties and Responsibilities
  • Ensures services are provided in collaboration with all applicable funding streams and regulations, and maintains contract compliance with funders including grant management, presentations, and reports.
  • Supervises staff, including hiring, training, and performance evaluation.
  • Implements the service delivery model in support of BACS mission, vision, and values.
  • Provides consumer‑centered services that are needs‑driven, strength‑based, and culturally relevant.
  • Manages the flow of referrals, intakes, and discharges of participants, ensuring accessibility and a welcoming environment for all people as applicable.
  • Maintains records and other administrative requirements, ensuring compliance with documentation and charting requirements for all funding streams.
  • Implements Continuous Quality Improvement standards and works with staff to implement CQI systems.
  • Communicates effectively and conscientiously, utilizing strength‑based language and philosophy throughout all aspects of program supervision.
  • Participates in training for agency, professional, and personal development.
  • Performs other duties as assigned.

Qualifications
  • Bachelor's degree preferred; associate's degree required in counseling, psychology, social work, or a related field.
  • Four years of direct service experience required.
  • Two years of progressive administrative and leadership experience required.
  • Demonstrated capacity to lead diverse and multidisciplinary teams toward a common goal.
  • Requires a valid California driver's license with a clean driving record, personal vehicle, and proof of personal vehicle insurance coverage. DMV printout required.
  • Travel throughout Sacramento County is essential.
