Overview
The Licensing Supervisor provides centralized oversight of licensing and regulatory compliance to ensure programs meet California Community Care Licensing Division (CCLD) requirements under Title 22 and California Department of Education (CDE) requirements under Title
5. This role serves as a technical compliance resource and statewide liaison to regulatory agencies, overseeing regulatory documentation, incident reporting, compliance systems, and licensing-related projects.
- Licensing & Regulatory Compliance (Title 22 & Title
5)- Monitor, interpret, and disseminate updates from CDSS/CCLD and CDE related to Title 22 and Title 5 requirements.
- Serve as the statewide liaison to CCLD and coordinate with CDE and other regulatory entities.
- Partner with Center Operations to ensure regulatory implementation aligns with organizational policies.
- Support and participate in CCLD inspections, CDE reviews, audits, and compliance monitoring.
- Track and maintain records of site visits, deficiencies, Plans of Correction (POCs), appeals, and clearance letters.
- Incident Reporting, Safety & Risk Management
- Oversee the Unusual Incident Report (UIR) process to ensure timely, accurate reporting.
- Analyze and report high-level data trends for UIRs.
- Oversee Alert Media, ensuring emergency communication protocols and contact lists are current and information is delivered promptly.
- Submit Student Accident Insurance Forms.
- Reporting, Documentation & Systems
- Prepare monthly, quarterly, and annual compliance reports related to CDSS/CCLD and CDE requirements.
- Maintain accurate, audit-ready licensing and compliance files.
- Prepare and submit regulatory applications, amendments, and program change documentation.
- Coordinate executive approvals and prepare licensing materials for Board review.
- Prepare the annual consolidated CCLD licensing fee invoice and verify active licenses.
- Maintain fingerprint clearance exemptions/waivers and serve as liaison with CCLD Regional Offices.
- Collaboration & Special Projects
- Facilitate clear communication with internal and external regional and statewide partners.
- Participate in statewide committees and support agency-wide compliance initiatives.
- Lead or support special projects related to licensing, Title 5, and regulatory compliance.
- Provide high-level administrative and operational support as assigned.
- Supervision
- Provide direct supervision and guidance to the Licensing Coordinator, including work planning, prioritization, and performance feedback.
- Assign, monitor, and review Licensing Coordinator tasks related to UIRs, regulatory documentation, data entry, Guardian clean out, and compliance tracking to ensure accuracy and timeliness.
- Train and support the Licensing Coordinator on Title 22 and Title 5 requirements, internal compliance procedures, and regulatory systems.
- Review and approve licensing-related submissions and documentation prepared by the Licensing Coordinator before submission.
- Support professional development and cross-training to strengthen licensing capacity and continuity.
- Ensure consistent application of licensing protocols and quality standards through regular check-ins and corrective coaching as needed.
- Associate’s degree in a related field (e.g., administration, early childhood/child development), or equivalent experience.
- 1-2 years of supervisory experience.
- 3-4 years of experience in administrative support, data analysis, compliance in child development, or a related field.
- Knowledge of/or prior experience working in a program under California Title 22 and/or Title 5 regulations.
- Bachelor's degree in a related field.
- Experience working directly with CCLD, CDSS, CDE, or other state regulatory agencies.
- Experience supporting inspections, audits, or corrective action processes.
- Strong technical writing skills, with a high level of proficiency in grammar, spelling, and editing.
- Strong organizational, analytical, and communication skills.
- Ability to work collaboratively across departments and with external regulatory partners.
- Self-directed and self-motivated.
